Strategic HR & Administration Leader

Job summary

Oxfam Pilipinas seeks a senior HR and Administration leader to design and implement an HR strategy aligned with our mission to end poverty. You will lead policy development, talent management, rewards, and safeguarding while ensuring compliance with local laws and international standards.

The role requires extensive HR leadership experience in an international or development context, strong budgeting skills, and a commitment to gender equality and safeguarding.

Qualifications

• Degree in psychology, human resources, business administration or related field
• Minimum of 7 years’ experience in human resources and administration, with at least three years in a management role
• Demonstrable experience of operating in an HR and administrative leadership capacity
• Thorough knowledge of HR Management theory and practice including employee relations, change management, staff handbooks, resourcing, rewards, performance management, and learning and development
• Demonstrated experience of strategic leadership and capacity building across HR and admin functions
• Experience in transformation within development/humanitarian context
• Experience developing/managing budgets
• High level of influencing skills with credibility at all levels
• Proven track record of improving efficiency and effectiveness
• Sound understanding of gender mainstreaming and safeguarding policies
• Excellent communications in English and Filipino
• Willing to travel
• Desirable: Master’s degree in psychology, HR or related field
• Experience with civil society actors is a plus
• Previous experience with Oxfam is an advantage

Responsibilities

• Leads design, development and implementation of an HR strategy aligned with organizational strategy
• Provides leadership on HR policy, practice and strategy including talent management, performance management and rewards
• Supports organizational culture through feedback systems, staff surveys and action plans
• Oversees safeguarding work and HR budgeting and compliance with national laws
• Coordinates with NGOs in-country on HR policy and practice
• Leads in recruitment, workplace relations and staff contracts
• Ensures health and safety and employee welfare programs
• Manages payroll and benefits administration for staff
• Develops induction and HR training for scale-up situations
