Job Description
The Payroll Support Specialist is responsible for supporting the company’s weekly payroll compliance process for construction projects, with a strong emphasis on affordable‑housing initiatives subject to state and county wage regulations. This role ensures the accuracy, completeness, and timely submission of certified payroll documentation for both company employees and subcontractor labor. The Payroll Support Specialist will verify wage rates, tax withholdings, and required reporting fields, compile weekly payroll packages, and coordinate submissions to regulatory agencies. This position plays a critical role in maintaining compliance, reducing risk, and supporting smooth project operations.
Key Responsibilities
Certified Payroll Review & Verification
- Review and verify weekly payroll records submitted by subcontractors and internal crews.
- Confirm that all workers are paid the correct prevailing wage rates and fringe amounts required for affordable‑housing and government‑funded construction projects.
- Validate payroll data including hours worked, classifications, tax withholdings, deductions, and overall accuracy of certified payroll forms (e.g., WH‑347 or agency‑specific equivalents).
- Identify discrepancies, incomplete information, or compliance issues and follow up with subcontractors to correct errors promptly.
Documentation Compilation & Reporting
- Compile weekly certified payroll reports into a complete compliance package for submission.
- Ensure all required supporting documentation is included (e.g., wage determinations, employee interviews if applicable, subcontractor statements).
- Maintain organized and up‑to‑date payroll files for audit readiness.
- Submit weekly payroll packages to the appropriate state, county, or housing authority portal within deadlines.
Subcontractor Coordination
- Communicate regularly with subcontractors to explain payroll requirements, form preparation, and compliance expectations.
- Provide guidance to subcontractors on how to complete certified payroll forms correctly.
- Track submission status each week and maintain logs of outstanding or corrected documents.
Internal Collaboration
- Work with project managers, accounting, and HR to ensure accurate job classifications, employee data, and wage rates.
- Alert management to any compliance risks, repeated subcontractor issues, or wage‑rate changes.
- Assist the payroll team with internal timekeeping reviews or audits as needed.
Compliance & Continuous Improvement
- Stay informed about state and local prevailing wage requirements, affordable‑housing program rules, and payroll compliance standards.
- Help maintain and improve internal systems for collecting, verifying, and storing payroll information.
- Support internal audits, external audits, and monitoring visits by regulatory agencies.
Qualifications and Requirements
Required
- Experience in payroll, accounting, compliance, or administrative support (construction industry preferred).
- Strong attention to detail and accuracy when reviewing financial or technical documents.
- Ability to interpret wage determinations, payroll forms, and compliance requirements.
- Excellent communication skills for interacting with subcontractors and internal teams.
- Proficiency with Excel, PDF editing tools, and document-management systems.
Preferred
- Prior experience with certified payroll reporting
- Familiarity with construction job classifications and prevailing wage requirements.
- Experience working on affordable‑housing or government‑funded construction projects.
