Job summary

Asian Development Bank is seeking a Senior Infrastructure Specialist to lead APG-related financing and regional cooperation efforts from its Manila headquarters. You will manage trust funds, TA facilities, and deliverables while engaging a wide set of partners and mission offices across Southeast Asia.

Qualifications

• Master's degree or equivalent in Finance, Economics, Energy, Infrastructure, or a related field; University degree and at least 5 years specialized experience relevant to the position can be considered.
• At least 10 years of relevant professional experience in infrastructure finance, project finance, or investment mobilization in the energy or power sector; International experience working in several countries.
• Demonstrated experience working with commercial banks, investors, or sponsors on infrastructure or energy transactions.
• Strong familiarity with blended finance, risk mitigation instruments, and development finance approaches.
• Experience working with multilateral development banks or international financial institutions, and exposure to ASEAN or cross-border infrastructure projects.
• Ability to quickly grasp knowledge of ADB operations, products, and private sector development processes.
• Written and verbal proficiency in English.

Responsibilities

• Lead and coordinate APG-related financing and partnerships activities within the ASEAN Power Grid program and SERD.
• Represent ADB/APGU in regional fora, meetings, and partner discussions; liaise with mission offices and other departments.
• Oversee trust funds, TA facilities, and portfolio management, including governance, planning, reporting, and disbursements.
• Support financing partner visibility, communications, knowledge exchange, and learning; ensure compliance with ADB requirements.
• Mentor junior staff and consultants; contribute to APGU planning and management briefings.
