Job summary

Oriental Consultants Philippines, Inc. seeks an International Expert in Financial Management to lead project finances for building retrofitting/infrastructure work.

You will establish robust financial systems, monitor budgets and cash flows, and ensure compliance with international financing guidelines. The role requires CPA or equivalent certification, a Master’s degree, and 15+ years in financial management for large infrastructure projects, with preference for WB/ADB/JICA contexts.

Qualifications

• Licensed CPA or equivalent professional license/certification.
• Master's Degree in Accounting, Finance, Financial Management, Business Administration, or related field.
• With relevant professional training/certifications in financial management, budgeting, procurement or related areas.

Responsibilities

• Lead financial management activities of the building retrofitting/infrastructure project.
• Develop and maintain financial management systems, procedures, and internal controls.
• Prepare and monitor project budget, financial plans, cash-flow forecasts, and expenditure plans.
• Monitor expenditures and ensure funds align with approved budgets and financing agreements.
• Establish procedures for accounting, recording, disbursement, payments and reporting.
• Review financial statements, documents, and payments for accuracy and compliance.
• Prepare periodic financial statements and management reports.
• Monitor disbursements, fund utilization and cash requirements; identify risks.
• Ensure compliance with accounting standards, regulations, and financing guidelines.
• Provide financial inputs for procurement planning and contract management.
• Coordinate with project team on financial matters; audit readiness and resolution.
