Job description

Join Our Mission to Foster Prosperity in Asia

Are you ready to make a difference in the future of Asia and be a catalyst for positive change? We are thrilled to offer a unique opportunity to become an important part of the prestigious Asian Development Bank (ADB). At ADB, our mission is simple yet powerful: to alleviate poverty and promote sustainable development in the Asia-Pacific region.

Organizational Setting and Reporting Relationship

The position of Senior Infrastructure Specialist is assigned to the ASEAN Power Grid and Special Funds Unit (APGU) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Head, APGU and will oversee junior team members.

Your Role

As a Senior Infrastructure Specialist, you will support lead key ADB workstreams related to the ASEAN Power Grid (APG), with a strong focus on upstream project development, cofinancing, and regional cooperation. You will engage regional financing partners; coordinate closely with resident missions, the Energy Sector office, Private Sector Operations Department (PSOD), and Office of Markets Development and Public-Private Partnership (OMDP) and other departments; and support the origination, processing, and financing of APG‑related sovereign and nonsovereign transactions.

Relevant priority workstreams for this role include the implementation of the Regional Connectivity Fund for Energy in Southeast Asia (RCF), a multi-donor trust fund to prepare and develop APG investments; development of APG-specific technical assistance funded from the RCF and other sources; and management of ADB inputs to the ASEAN Power Grid Financing Initiative (APGF), a platform co-delivered with ASEAN institutions and the World Bank to mobilize APG financing and convene financing partners.

You will:

Trust Fund and Technical Assistance Operations

  • Lead the implementation of the RCF, supervising its governance, work planning, resource allocation, monitoring, reporting, and financing partner engagement.
  • Assess prospective activities against agreed eligibility, readiness, additionality, development-impact, and financing criteria, and manage prospective applications, approved allocations, procurement, implementation, outputs, disbursements, and results.
  • Manage APG-related technical assistance facilities, including resource planning, activity design, consultant mobilization, implementation oversight, quality assurance, and results monitoring.
  • Prepare portfolio updates, implementation reports, financing partner reports, results summaries, and management briefings.
  • Support financing partner visibility, communications, knowledge exchange, and learning, while ensuring consistency with ADB requirements.

Regional Cooperation

  • Coordinate ADB inputs to APGF strategies, workplans, governance documents, operational frameworks, partnership documents, and materials requiring consideration or endorsement by ASEAN bodies.
  • Represent ADB, as authorized, in meetings of the APGF Working Group comprising ADB, the ASEAN Secretariat, the ASEAN Centre for Energy, and the World Bank.
  • Work with ADB operational teams to connect APGF project-development activities with relevant sovereign, nonsovereign, public-private partnership, guarantee, and blended-finance instruments.

Knowledge, Coordination, and Representation

  • Contribute to APG-related knowledge products, market analyses, and financing notes in collaboration with internal and external partners.
  • Represent ADB and APGU in relevant regional fora, industry events, and partner meetings.

Special projects

  • Contribute to other research and financing initiatives of the APGU related to the ASEAN Infrastructure Fund and ASEAN Catalytic Green Finance Facility, and SERD more broadly, including the development of Islamic finance opportunities.

Other duties

  • Manage and mentor junior staff and consultants assigned to APG financing and partnerships activities.
  • Provide inputs to APGU planning, reporting, and management briefings.
  • Perform other duties as assigned and reflected in the incumbent's workplan.
