Job summary

Asian Development Bank (ADB) seeks a Senior Infrastructure Specialist based at its Manila Headquarters. The role focuses on upstream project development, cofinancing, and regional cooperation for the ASEAN Power Grid (APG).

You will engage financing partners, coordinate with SERD, PSOD, OMDP, and other departments, and support APG-related sovereign and nonsovereign transactions. Lead trust fund operations, TA facilities, and regional financing initiatives.

Qualifications

• Master's degree or equivalent in Finance, Economics, Energy, Infrastructure, or related field.
• At least 10 years of relevant professional experience in infrastructure finance or investment mobilization.
• Experience with banks, investors, or sponsors on energy/infra transactions.
• Familiarity with blended finance and development finance approaches.
• Strong English written and verbal communication.

Responsibilities

• Lead APG funding and technical assistance operations including RC F governance, planning, and partner engagement.
• Coordinate with regional partners, resident missions, and ADB offices to advance sovereign and nonsovereign transactions.
• Prepare portfolio updates, reports, and management briefs.
• Represent ADB in regional forums and APGF working groups.
