Role Summary:

The Senior Construction Management Manager is a critical leadership role within MGEN's Project Development & Execution Department, reporting directly to the Head of Project Execution.

The position is responsible for providing overall leadership and management of construction activities across MGEN's power generation projects.

The incumbent will oversee site construction teams and EPC contractors to ensure projects are executed safely, on schedule, within approved budgets, and in accordance with contractual, technical, quality, and regulatory requirements. The role serves as a key interface between MGEN, EPC contractors, engineering teams, project controls, commissioning teams, and other project stakeholders from construction through commissioning and final handover to operations.

The Senior Construction Management Manager will establish strong construction governance, monitor contractor performance, resolve critical site issues, and ensure strict implementation of Safety, Health, Environment, and Quality (SHEQ) standards throughout project execution.

Key Responsibilities

1. Construction Management & Project Execution

• Provide overall leadership and strategic direction for construction activities across assigned power generation projects.
• Develop and implement construction execution strategies, methodologies, schedules, and site management plans.
• Ensure construction activities are executed in accordance with approved engineering designs, specifications, drawings, contracts, and project requirements.
• Monitor construction progress against approved schedules, milestones, and project baselines.
• Identify construction risks, constraints, and potential delays and implement appropriate mitigation and recovery plans.
• Ensure effective coordination between construction, engineering, procurement, commissioning, project controls, and operations teams.

2. EPC Contractor Management

• Lead the day-to-day management and performance monitoring of EPC contractors and major subcontractors.
• Ensure contractors comply with contractual obligations, approved construction methodologies, project specifications, and applicable codes and standards.
• Review contractor performance against key milestones, productivity, quality, cost, and safety targets.
• Drive timely resolution of technical, construction, commercial, and contractual issues affecting project execution.
• Participate in contractor negotiations, progress reviews, claims assessment, variation discussions, and performance evaluations.
• Ensure appropriate corrective actions are implemented where contractor performance falls below expectations.

3. Site Leadership & Construction Coordination

• Provide leadership to site construction management teams and ensure clear accountability across construction disciplines.
• Establish effective site coordination and communication mechanisms among contractors, consultants, engineering teams, and project stakeholders.
• Conduct regular construction progress meetings, site inspections, coordination meetings, and management reviews.
• Resolve site-level conflicts, interface issues, and construction bottlenecks.
• Ensure construction resources, manpower, equipment, and materials are adequately planned and deployed.

4. Schedule, Cost & Project Controls

• Work closely with Project Controls to monitor construction schedules, cost performance, productivity, and overall project progress.
• Review and challenge contractor schedules, resource loading, progress measurement, and recovery plans.
• Identify critical-path activities and construction-related risks that could affect project completion.
• Support development and implementation of mitigation and acceleration strategies.
• Monitor construction-related variations, change orders, claims, and potential cost impacts.
• Ensure construction activities remain aligned with approved project budgets and commercial objectives.

5. Engineering & Construction Interface

• Ensure timely resolution of engineering issues that affect construction execution.
• Coordinate with engineering teams on design changes, technical queries, RFIs, drawing revisions, and construction documentation.
• Ensure constructability considerations are incorporated into project engineering and execution strategies.
• Review and provide input on construction methodologies, temporary works, sequencing, and site logistics.
• Facilitate effective transition from engineering completion to construction and subsequently to commissioning.

6. Quality Management

• Ensure construction activities comply with approved quality plans, inspection and test plans, specifications, and applicable industry standards.
• Monitor contractor quality performance and ensure non-conformances are properly investigated and closed.
• Work with QA/QC teams to ensure adequate inspection, testing, documentation, and quality records are maintained.
• Ensure construction deliverables and completed works meet project requirements before turnover to commissioning and operations.

7. SHEQ Management

• Champion a strong safety and environmental culture across all project construction activities.
• Ensure strict compliance with MGEN's SHEQ policies, project requirements, Philippine regulations, and applicable international standards.
• Monitor contractor safety performance and ensure implementation of appropriate risk assessments, permit-to-work systems, emergency response plans, and safety programs.
• Stop or elevate unsafe work practices and ensure corrective actions are immediately implemented.
• Promote continuous improvement in construction safety, environmental management, and quality performance.

8. Commissioning, Handover & Close-Out

• Coordinate with commissioning and operations teams to ensure construction activities are completed in accordance with commissioning requirements.
• Ensure systems and facilities are progressively completed, inspected, tested, and released for commissioning.
• Oversee punch-list management and ensure outstanding construction deficiencies are resolved on time.
• Support mechanical completion, commissioning, performance testing, and project handover activities.
• Ensure construction records, as-built drawings, test certificates, quality documentation, warranties, and other turnover documents are complete and properly transferred to operations.

9. Stakeholder & Management Reporting

• Provide regular updates to the Head of Project Execution and senior management on construction progress, risks, issues, and key decisions required.
• Prepare and review construction performance reports, dashboards, forecasts, and management presentations.
• Maintain effective relationships with EPC contractors, consultants, suppliers, government agencies, local stakeholders, and internal business units.
• Escalate critical project risks and issues promptly with clear recommendations and recovery actions.

Qualifications

Must‑Have Qualifications

• Bachelor's degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or another relevant engineering discipline.
• Preferably a Licensed/Registered Engineer.
• 15+ years of relevant experience in construction management, project execution, or EPC project delivery, preferably within the power generation, energy, heavy industrial, or infrastructure sectors.
• Demonstrated experience managing large‑scale power plant or major industrial construction projects from construction through commissioning and handover.
• Strong experience managing EPC contractors, major subcontractors, consultants, and multidisciplinary site teams.
• Proven experience in construction planning, scheduling, cost control, contractor management, quality management, and site execution.
• Strong understanding of EPC contracts, construction methodologies, project controls, change management, claims, and contractor performance management.
• Demonstrated experience managing construction activities across multiple engineering disciplines and complex project interfaces.
• Strong knowledge of SHEQ requirements, construction safety practices, quality standards, and regulatory compliance.
• Experience in managing construction risks, critical‑path activities, project delays, recovery plans, and construction‑related disputes.
• Strong understanding of the engineering‑procurement‑construction‑commissioning interface.
• Excellent leadership, communication, negotiation, problem‑solving, and decision‑making skills.
• Willingness to be site‑based and travel to project locations as required.

Preferred Qualifications

• Experience in coal‑fired, CFB, thermal, renewable, or other utility‑scale power generation projects.
• Experience working directly for an owner/developer or utility company, particularly in an owner’s engineering/project execution capacity.
• Experience managing EPC contractors under lump‑sum turnkey (LSTK), EPC, or similar project delivery models.
• Exposure to major rotating equipment, boilers, turbines, generators, balance‑of‑plant systems, electrical systems, and other power plant facilities.
• Familiarity with international engineering and construction standards such as ASME, API, IEEE, IEC, NFPA, and applicable Philippine codes and regulations.
• Professional certifications in PMP, PMI, construction management, project management, safety, or related disciplines are an advantage.
