Job summary

Capacita Consultants, a premier talent search firm, is seeking a QA/QC Manager for an Owner-side role on a major energy project in the Philippines. You will establish and lead the Project Quality Management System, ensuring compliance with plans, specifications, and standards across engineering, procurement, construction, commissioning, turnover, and close-out.

The role requires 10–15 years of QA/QC experience, preferably with owner-side exposure in power or heavy infrastructure.

Role Summary:


  • The QA/QC Manager is responsible for establishing, implementing, and leading the Owner-side Quality Assurance and Quality Control Management System for the TPC1B Project throughout the entire project lifecycle—from engineering and procurement through construction, commissioning, turnover, and close-out.


  • The position provides independent oversight and verification that the EPC Contractor, suppliers, subcontractors, and other project contractors comply with approved quality plans, contractual requirements, drawings, specifications, Inspection and Test Plans (ITPs), applicable codes and standards, and project quality procedures.


  • The QA/QC Manager leads quality surveillance, inspections, audits, nonconformance management, quality reporting, and turnover/handover documentation verification. The role provides independent assurance and does not relieve the EPC Contractor, suppliers, subcontractors, or other parties of their contractual responsibility for the quality, safety, and compliance of their work.



Key Responsibilities

1. Quality Management System


  • Establish, implement, and maintain the Owner's Project Quality Management System (QMS) for the TPC1B Project.


  • Develop and maintain project quality plans, procedures, inspection protocols, audit programs, and quality assurance strategies.


  • Ensure quality requirements are clearly defined and incorporated into engineering, procurement, construction, commissioning, and turnover activities.


  • Establish quality performance indicators, reporting requirements, and quality governance mechanisms.


  • Ensure project quality processes are aligned with applicable contractual requirements, industry standards, codes, and regulations.



2. EPC Contractor and Supplier Quality Oversight


  • Independently verify the EPC Contractor's compliance with approved Quality Plans, ITPs, procedures, specifications, drawings, and contractual requirements.


  • Review and monitor contractor and supplier quality management systems, quality plans, inspection procedures, and quality documentation.


  • Monitor the implementation and effectiveness of the EPC Contractor's quality control activities.


  • Conduct surveillance of critical construction, fabrication, installation, testing, and commissioning activities.


  • Verify that suppliers and subcontractors implement appropriate quality controls for critical equipment, materials, and services.


  • Monitor quality performance across the project supply chain and identify emerging quality risks.



3. Engineering Quality Assurance


  • Review engineering deliverables from a quality assurance perspective to ensure compliance with approved specifications, codes, standards, and contractual requirements.


  • Participate in design reviews, constructability reviews, and technical interface meetings where quality-related issues may arise.


  • Verify that design changes and engineering revisions are properly controlled and incorporated into project execution.


  • Monitor resolution of engineering-related quality issues and ensure appropriate documentation is maintained.



4. Procurement and Manufacturing Quality


  • Review quality requirements for major equipment, materials, and critical components.


  • Establish and implement supplier surveillance and inspection programs based on project risk and criticality.


  • Participate in or oversee vendor inspections, Factory Acceptance Tests (FAT), source inspections, and manufacturing surveillance.


  • Verify material certifications, test certificates, inspection records, and other supplier quality documentation.


  • Monitor supplier nonconformances and ensure corrective actions are properly implemented and closed.



5. Construction Quality Control and Surveillance


  • Lead Owner-side quality surveillance and inspection activities at the project site.


  • Verify construction activities against approved drawings, specifications, method statements, ITPs, and applicable codes and standards.


  • Monitor critical activities including civil, structural, mechanical, electrical, instrumentation and control, piping, welding, equipment installation, and testing.


  • Participate in hold-point and witness-point inspections as required.


  • Verify that inspection and testing activities are properly performed, documented, and accepted.


  • Identify quality deficiencies and ensure appropriate corrective actions are initiated and tracked.



6. Audits and Compliance


  • Develop and execute risk-based quality audit and surveillance programs.


  • Conduct audits of the EPC Contractor, major suppliers, subcontractors, and other relevant project parties.


  • Verify compliance with project quality requirements, contractual obligations, approved procedures, and applicable standards.


  • Track audit findings and ensure corrective and preventive actions are implemented and effectively closed.


  • Escalate significant or recurring quality issues to project management.



7. Nonconformance and Corrective Action Management


  • Establish and administer the project Nonconformance Report (NCR) process.


  • Review, evaluate, and monitor NCRs, quality observations, deficiencies, and deviations.


  • Ensure root-cause analysis and appropriate corrective/preventive actions are implemented.


  • Monitor the timely closure of NCRs and verify the effectiveness of corrective actions.


  • Identify recurring quality issues and recommend systemic improvements to prevent recurrence.


  • Maintain appropriate records and trend analysis of quality issues.



8. Testing, Commissioning, and Turnover


  • Provide quality oversight during pre-commissioning, commissioning, testing, and performance verification activities.


  • Verify that inspection and test records are complete and traceable prior to system and equipment turnover.


  • Review quality dossiers, inspection records, test certificates, material certificates, calibration records, punch lists, NCR close-out records, and other turnover documentation.


  • Ensure quality documentation required for mechanical completion, commissioning, substantial completion, and final handover is properly verified.


  • Support the establishment and verification of the project's final quality dossier and turnover records.



9. Quality Reporting and Documentation


  • Prepare periodic quality reports covering quality performance, inspections, audits, NCRs, trends, risks, and corrective actions.


  • Maintain accurate and traceable quality records throughout the project lifecycle.


  • Develop quality dashboards and key performance indicators for project management.


  • Provide timely escalation of significant quality risks, deficiencies, and potential contractual issues.


  • Ensure quality records are properly controlled, retained, and available for project close-out and future reference.



10. Leadership and Coordination


  • Lead and manage the Owner's QA/QC team and quality inspectors.


  • Establish clear roles, responsibilities, inspection coverage, and reporting lines within the quality organization.


  • Coordinate closely with Project Engineering, Construction, Procurement, Project Controls, HSE, Commissioning, and Contract Management teams.


  • Work collaboratively with the EPC Contractor while maintaining the independence and authority of the Owner's quality assurance function.


  • Promote a proactive quality culture focused on prevention, compliance, continuous improvement, and right-first-time execution.

QUALIFICATIONS

Education


  • Bachelor's degree in Engineering, preferably Mechanical, Civil, Electrical, or another relevant engineering discipline.


  • Professional engineering license is preferred.


  • Additional certification in quality management, inspection, or project management is an advantage.



Professional Experience


  • Minimum 10–15 years of relevant experience in QA/QC, quality management, inspection, or project quality assurance.


  • Significant experience in power generation, energy, heavy industrial, EPC, or major infrastructure projects.


  • Demonstrated experience in an Owner/Client-side QA/QC or Quality Management role is highly preferred.


  • Proven experience overseeing EPC contractors, major equipment suppliers, subcontractors, and vendors.


  • Experience covering the complete project lifecycle from engineering and procurement through construction, commissioning, turnover, and close-out.


  • Experience with large-scale power plant projects is strongly preferred, particularly coal-fired, CFB, thermal, or other conventional power generation projects.



Technical Knowledge


  • Strong knowledge of Quality Management Systems (QMS) and quality assurance principles.


  • Working knowledge of applicable international and industry standards, codes, and specifications such as ISO 9001, ASME, ASTM, AWS, API, IEC, IEEE, and relevant local codes and regulations, as applicable to the project.


  • Strong understanding of EPC project execution and the interfaces between engineering, procurement, construction, commissioning, and turnover.


  • Knowledge of Inspection and Test Plans (ITPs), quality control procedures, inspection methodologies, testing, material traceability, and documentation requirements.


  • Experience with welding, NDT, material inspection, equipment installation, mechanical/electrical works, civil construction, and commissioning quality requirements is an advantage.


  • Strong understanding of NCR management, root-cause analysis, corrective/preventive actions, quality audits, and quality surveillance.


  • Ability to review and interpret engineering drawings, specifications, procedures, method statements, and technical documentation.

Preferred Certifications


  • One or more of the following certifications would be an advantage:


  • ISO 9001 Lead Auditor / Quality Management certification


  • ASQ Certified Quality Engineer (CQE) or equivalent


  • Certified Welding Inspector (CWI) or equivalent


  • NDT certification such as ASNT/PCN Level II or III


  • Relevant inspection, quality, or project management certifications
