Job summary

Haskoning in Makati, Philippines is seeking a Senior Business Development Officer to grow our Water/Climate Resilience and Maritime Infra portfolios. You will drive opportunity analysis, networking with government agencies and donors, and design strategies to promote consulting services.

You will lead or support bid preparation, manage relationships, and identify new projects while collaborating with a global team focused on climate resilience and sustainable infrastructure.

Qualifications

• Bachelor’s degree in business, finance, engineering or related field.
• Minimum 10 years of relevant experience.
• Experience interfacing with DPWH, DOTr, ADB, and WB at minimum.
• Knowledge of related disciplines (data analytics, IT, risk management).
• Familiar with procurement laws in the Philippines.
• Excellent verbal and written English communication.

Responsibilities

• Conduct industry analysis focusing on project opportunities and funding trends.
• Represent the company in meetings with government agencies and donors.
• Design and implement marketing and BD strategies for services promotion.
• Develop external relations and networking with clients and donors.
• Identify projects related to disaster risk management, water resilience, and maritime sectors.
• Evaluate opportunities and assist in bid/no-bid decisions.
• Identify and qualify new business opportunities through research and events.
• Provide project management oversight for awarded projects when required.
• Lead or assist in preparing technical and financial proposals.
• Support in contract negotiations with clients and partners.
