Job summary

HUMMINGCOMM CORPORATION is seeking a Safety Engineer to implement, monitor, and enforce occupational safety programs for the Kaliwa Dam Outlet Diversion Tunnel – Phase 1 Project in Teresa, Rizal. The role ensures compliance with Philippine OSH laws, DOLE regulations, the approved CSHP, and project-specific HSE requirements.

Qualifications

• Knowledge of Philippine OSH regulations and DOLE guidelines.
• Experience in safety programs for construction projects, preferably tunneling/underground works.
• Trained in First Aid, Basic Life Support (BLS) is advantageous.

Responsibilities

• Implement and monitor the Construction Safety and Health Program (CSHP) for the Kaliwa Dam project.
• Conduct site inspections and identify hazards in tunnel, excavation, and construction areas.
• Perform risk assessments and Job Safety Analysis (JSA) for high‑risk activities.
• Monitor tunnel safety aspects: ventilation, ground stability, water ingress, and emergency access.
• Ensure compliance with safety procedures for drilling, blasting, lifting, electrical works, and equipment operations.
• Conduct safety orientations, toolbox talks, and awareness training.
• Enforce PPE use, work permits, and safe work procedures.
• Investigate incidents and near misses and recommend corrective actions.
• Maintain safety records, inspection reports, and incident documentation.
• Coordinate with project management, engineers, supervisors, and subcontractors on safety matters.

About the role

Responsible for implementing, monitoring, and enforcing occupational safety and health programs for the Kaliwa Dam Outlet Diversion Tunnel – Phase 1 Project. The position ensures compliance with applicable Philippine OSH laws, DOLE regulations, the approved Construction Safety and Health Program (CSHP), and project-specific HSE requirements. The role focuses on preventing accidents, injuries, and occupational illnesses arising from tunneling, excavation, drilling, heavy equipment operations, and other construction activities.

Key responsibilities

• Implement and monitor the project's Construction Safety and Health Program and HSE policies
• Conduct site inspections and identify hazards in tunnel works, excavation areas, and construction sites
• Perform risk assessments and Job Safety Analysis (JSA) for high-risk activities
• Monitor tunnel safety, including ventilation, ground stability, water ingress, and emergency access
• Ensure compliance with safety procedures for drilling, blasting, lifting, electrical works, and equipment operations

About you

• Graduate of a Bachelor's degree in Engineering or a related technical field is preferred
• Must have valid SO3 training/certification and meet applicable DOLE requirements
• Must have completed required Construction Safety and Health training, as applicable
• Preferably with at least 3 years of experience in construction or infrastructure projects, preferably in tunneling or underground works
• Knowledgeable in hazard identification, risk assessment, incident investigation, and Philippine OSH regulations
• Trained in First Aid, Basic Life Support (BLS), and emergency response is an advantage
• Proficient in safety inspections, toolbox meetings, HSE documentation, and incident reporting
• Willing to work on-site at the Kaliwa Dam Outlet Diversion Tunnel project in Teresa, Rizal
• Willing to work according to project operational requirements and schedules
