A Safety Officer is needed for solar project sites in the Philippines to lead HSE programs across installation, commissioning, and operation. You will manage live electrical risks, enforce LOTO, and conduct daily safety inspections, trainings, and incident investigations on remote outdoor sites.
The role requires 3–5+ years in on-site HSE for solar or large infrastructure, with certifications such as BOSH/COSH and SO2/SO3 preferred. ISO 45001/14001 familiarity is a plus.
- manages safety, health, and environmental compliance during the construction, commissioning, and operation of solar energy projects (utility-scale solar farms or commercial rooftop installations).
ensures that all solar farm construction, installation, and maintenance activities comply with occupational health, safety, and environmental laws
Site Safety Enforcement: Implement and monitor Health, Safety, and Environment (HSE) management systems during photovoltaic (PV) module installation, mounting structure assembly, DC cabling, inverter setup, and grid/substation interconnection.
Electrical & High-Risk Management: Control risks related to live DC/AC electrical systems, energization and commissioning, work at heights, heavy lifting operations, trenching, and excavations. Enforce Lockout/Tagout (LOTO) procedures.
Hazard & Risk Assessment: Conduct daily/weekly site safety inspections, Job Safety Analyses (JSAs), and systematic risk assessments.
Training & Awareness: Lead safety inductions for new workers and contractors, and run daily toolbox talks covering electrical safety, heat stress (for open-field sites), and proper manual handling of solar panels.
Incident Investigation: Investigate accidents, near-misses, and safety violations, then draft root-cause analysis reports and corrective action plans.
Regulatory Compliance: Ensure alignment with local standards (such as DOLE Occupational Safety and Health Standards - OSHS and DENR environmental requirements/ECC) as well as international frameworks like ISO 45001 and ISO 14001.
Emergency Preparedness: Develop crisis response plans and run emergency drills on-site.
Education: Bachelor’s degree in Engineering, Environmental Science, Occupational Health and Safety, or a related field.
Certifications:
Certified Safety Officer accreditation (such as SO2 or SO3)
BOSH (Basic Occupational Safety and Health) or COSH (Construction OSH) training
Optional/preferred international certificates: OSHA, NEBOSH, or IOSH [1, 2, 3]
Experience: Typically 3 to 5+ years of on-site HSE experience in utility-scale solar PV farms, renewable energy, or large infrastructure construction projects. [1, 2]
Skills: Strong grasp of electrical codes/hazards, incident reporting, leadership, and the ability to work in remote or high-temperature outdoor field condition
BOSH (Basic Occupational Safety and Health) or COSH (Construction Occupational Safety and Health): Completion of the mandatory 40-hour BOSH or COSH training course from an OSHC-accredited provider. COSH is heavily preferred or required for solar farm construction sites.
Safety Officer Level Classification (SO2 or SO3): Depending on the risk level and size of the solar project, companies typically look for a Certified Safety Officer 2 (SO2) or Safety Officer 3 (SO3). SO3 generally requires 40 hours of BOSH/COSH plus required years of experience and specialized safety training. [1, 2, 3]
Additional Certifications (Preferred): Loss Control Management (LCM), advanced HSE certifications (such as OSHA 30-hour or NEBOSH IGC), or First Aid/Basic Life Support certification from organizations like the Philippine Red Cross
General Experience: Usually 2 to 5 years of hands-on OSH experience.
Industry Experience: Background in construction, power plants, electrical infrastructure, or utility-scale solar PV farm projects is a strong advantage
