Job summary

You will conduct inspections, risk assessments and incident investigations, deliver safety training, and coordinate emergency drills while liaising with regulators and project teams to uphold a strong safety culture.

Qualifications

• HSE qualification with CSP/CIH or equivalent recognised by Philippine govt or international body.
• 3–5 years proven experience as Safety Officer in construction or similar environment.
• Strong knowledge of Philippine OSHS and construction safety regulations.

About the role

Finca Engineering Services is seeking a dedicated and vigilant Safety Officer to join our team in Las Piñas City, Metro Manila. This is a full-time position that plays a critical role in ensuring the health, safety, and wellbeing of all personnel across our construction operations. As Safety Officer, you will be responsible for developing, implementing, and maintaining comprehensive safety programmes that protect our workforce, comply with regulatory requirements, and foster a strong safety culture throughout the organisation. This role is integral to our commitment to zero-incident operations and demonstrates our dedication to safeguarding our most valuable asset—our people.

Key responsibilities

• Develop, implement and maintain health, safety and environmental (HSE) policies, procedures and programmes in accordance with Philippine regulations and international best practices
• Conduct regular workplace inspections and risk assessments to identify potential hazards and unsafe work practices
• Investigate accidents, incidents and near-misses to determine root causes and implement corrective and preventative measures
• Deliver comprehensive safety training and induction programmes to all employees, contractors and site visitors
• Monitor and ensure compliance with all applicable health and safety legislation, including the Occupational Safety and Health Standards (OSHS)
• Maintain detailed HSE documentation, records and reports, including incident reports and safety performance metrics
• Liaise with external authorities, including the Department of Labor and other regulatory bodies, to ensure ongoing compliance
• Conduct toolbox talks and safety awareness campaigns to promote a positive safety culture
• Provide safety advice and guidance to project managers, supervisors and operational teams
• Coordinate emergency preparedness drills and ensure appropriate emergency response procedures are in place
• Monitor the use of personal protective equipment (PPE) and site safety equipment to ensure proper standards are maintained

What we're looking for

• A recognised health and safety qualification, such as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or equivalent qualification approved by the Philippine government or international body
• Proven experience of at least 3–5 years working as a Safety Officer or in a similar health and safety role within the construction industry
• In-depth knowledge of Philippine occupational health and safety regulations, including the Occupational Safety and Health Standards and relevant construction-specific regulations
• Strong understanding of construction site hazards, including working at heights, excavation, heavy machinery operation and electrical safety
• Excellent communication and presentation skills, with the ability to effectively engage with diverse audiences from labourers to senior management
• Proven ability to investigate incidents objectively and implement evidence-based corrective actions
• Proficiency in HSE management systems and experience with safety software or database management tools
• Strong organisational and documentation skills with meticulous attention to detail
• Ability to work collaboratively with project teams and foster a culture of shared safety responsibility
• Physical fitness and the ability to conduct regular site inspections, sometimes in challenging or hazardous environments
• Certification in First Aid and CPR is highly desirable
• Experience with ISO 45001 or similar HSE management system standards is advantageous
