Job description

About Unioil Petroleum Philippines, Inc.

Unioil Petroleum Philippines, Inc. is one of the country’s leading independent downstream petroleum companies, operating a network of retail service stations and supplying fuels, lubricants, and petrochemical products to industrial, commercial, and retail customers across the Philippines. We are committed to delivering quality energy solutions while fostering a culture of excellence, integrity, and continuous growth.

Fuel the Future With Us

The Road Transport Safety Specialist is responsible for implementing and sustaining the Health, Safety, Security, and Environment (HSSE) programs that govern Unioil’s fuel transport operations. The role drives safety performance across the hauler network, ensures full regulatory compliance, and builds strong partnerships with our best-performing hauling contractors. More than a compliance monitor, the Specialist serves as a capable field partner to haulers — equipping them to meet standards, supporting continuous improvement, and recognizing excellence in safety practice.

How You’ll Drive Success
Journey Management & Field Safety Oversight
  • Plan and release Journey Management Plans (JMPs) for road transport site inspections within required lead times
  • Conduct scheduled and unannounced inspections at hauler terminals, depot loading areas, and customer delivery points
  • Monitor driver fatigue compliance and approve or reject working hours extension requests to keep drivers within safe limits
  • Identify fatigue and excessive working hours risks across the hauler fleet and elevate concerns before incidents occur
Regulatory Compliance & Accreditation
  • Manage the full accreditation lifecycle of hauler drivers and trucks — from onboarding through periodic reassessment to offboarding
  • Maintain the accreditation masterlist and coordinate renewals of licenses, Defensive Driving Course certificates, medical clearances, truck inspection certificates, and delivery permits ahead of expiry
  • Coordinate the suspension or removal of drivers and trucks that fail to meet UPPI accreditation standards
  • Execute the annual random drug testing program for hauler drivers in a credible, well-documented, and legally compliant manner
Safety Training, Drills & Engagement
  • Facilitate regular toolbox meetings and develop toolbox talk content aligned with current risks, incident learnings, and regulatory updates
  • Plan and execute quarterly emergency response drills and monthly tabletop exercises with hauler teams
  • Conduct safety orientations and training for UPPI customers on safe fuel receipt, unloading, spill containment, and emergency response
  • Participate in U-Check activities and submit U-Spot field observations to surface unsafe acts and near-misses early
Incident Investigation & Corrective Action
  • Lead investigations of transport-related incidents, accidents, near-misses, and security events using Root Cause Analysis or 5-Why
  • Prepare Transport Incident Reports with root causes, contributing factors, and time-bound corrective action plans
  • Track corrective and preventive actions through to verified closure and share lessons learned across the hauler network
Hauler Performance Management & Partnership
  • Maintain a quarterly hauler safety scorecard covering HSSE performance, compliance, incident history, and driver quality
  • Conduct data-driven performance dialogues and co-develop improvement plans with underperforming haulers
  • Identify and recognize high-performing haulers and drivers to support merit-based partner retention
  • Serve as the primary field relationship point between UPPI Fuel Transport and hauler safety and operations teams
Success Measures
  • Zero lapses in driver and truck accreditation, licenses, medical clearances, and permits
  • Timely release of JMPs and on-time submission of fatigue logs
  • Completion of scheduled emergency drills, tabletop exercises, and toolbox meetings
  • Timely incident investigation and verified closure of corrective actions
  • Improved hauler safety scorecard results and retention of top-performing hauling partners
The Expertise You Bring
Education
  • Bachelor’s Degree in Engineering, Road Transport Safety, or a related field
  • BOSH (Basic Occupational Safety and Health) and Incident Investigation (RCA or equivalent) certifications are an advantage
  • Valid Professional Driver’s License preferred
Experience
  • At least 3 years of experience in HSSE, transport safety, or road logistics operations
  • Experience in petroleum, fuel distribution, or hazardous goods transport is strongly preferred
  • Experience working directly with hauling contractors is a significant advantage
  • Experience interfacing with regulatory bodies (LTO, LTFRB, DOE, DOLE) is preferred
Skills & Competencies
  • Strong working knowledge of Philippine transport safety regulations and OSHS standards
  • Ability to develop and maintain SOPs, risk assessments, and compliance documentation
  • Analytical mindset with experience in incident investigation and root cause analysis
  • Effective facilitation and communication skills for both field and management audiences
  • Proficient in Microsoft Office (Excel, Word, PowerPoint); experience with fleet management systems is an advantage
  • Willing to do extensive field work and travel across assigned depots and hauler sites, and to respond to incidents outside regular working hours
Why Unioil
  • Competitive salary and benefits package
  • Career development and promotion opportunities within a growing company
