Job summary

PMQS Construction Solutions Inc. on-site position in Pasig seeks a Quantity Surveyor with 3–5 years of experience to manage budgeting, cost estimation, and tendering for complex projects.

Qualifications

Responsibilities

  • Prepare realistic initial budget estimates and cash flow projections.
  • Conduct quantity take-offs and estimates for MEPF works in collaboration with the Cost Engineer and QS team.
  • Assist in bid documentation, tendering procedures, and bid package preparation.
  • Analyze tender submissions and prepare bid evaluation reports for tender awards.
  • Maintain financial analysis and monthly PM/CM reports for owner communication.

Job Description

1. Responsible in preparing realistic, adaptable and accurate initial budget estimates and cash flow projections.

2. Conduct quantity take-off and estimate on the various stages of the project in coordination with the Cost Engineer and Quantity Surveyors for MEPF works but not limited to the following:

f) Detailed Bill of Quantities

3. Advise, coordinate with and assist the PM/CM in establishing and maintaining bid documentation and tendering procedures through preparation of bid packages and standard bid documents.

4. Represent bid conferences and project meetings, analyse tender submissions, prepares bid evaluation reports and recommend tender awards for bid negotiations.

5. Establish financial analysis and projections, cost monitoring as per construction agreements and to maintain such to incorporate in the PM/CM project report at a monthly regular reporting to the Owner.

6. Prepare and evaluate monthly progress billing statements submitted by the contractors/suppliers at regular intervals for the duration of the project; evaluate and transact variation/change order claims, maintains updated list of all bonds and insurances reflecting validity and expiration dates of contracts; assist the PM/CM in the evaluation of time extension claims by the contractor/supplier; and to prepare report on contractors/suppliers final account close-out.

7. Prepare, calculate and control budget for man-hours, equipment and materials. Propose corrective action solution in case of expected budgetary lapses to avoid delay of the project.

8. Prepare and maintain a systematic directory of suppliers. Contractors and subcontractors contact persons, telephone numbers, facsimiles, e-mail addresses, mobile or calling cards for technical and cost references.

9. Liaise, consult and communicate with Engineers, Architects, Owners, Contractors and Subcontractors on any changes and/or adjustments to cost estimates through maintaining a directory of Project Consultants, Designers and Owner’s contacts and representatives.

10. Recommend corrective solution in case of conflict between planned and actual application.

11. Prepares monthly reports for QS work to be incorporated in the monthly report to be submitted by the PM, and to propose work sequence and procedure beneficial to the progress of the report.

12. Handles and manages three (3) or more projects, depending on the size and complexity.

13. Ensure that all relevant quality objectives, work instructions in the Department and the Organization’s Quality Management System are being followed in the preparation of all works being undertaken.

14. Exemplifies qualities that would encourage staff loyalty, teamwork and dedication to the organization.

15. Any other work, projects or tasks as directed by the Quantity Surveying Manager.
