Job summary

Afcons Infrastructure Limited is seeking an experienced Quantity Surveyor to manage billing, measurement, and subcontractor/piece-rate worker payments on on-site Marine and Industrial projects. You will oversee client billing, certify bills, and ensure timely material reconciliation and liability statements.

Ideal candidates have 15–20 years in quantity surveying for marine jetties, berths, breakwaters, LNG tanks or related industrial structures, with BE or BTech in Mechanical Engg and NICMAR

Qualifications

• 15–20 years of experience in Quantity Surveying for marine/industrial projects such as jetties, berths, breakwaters, LNG tanks, harbours or related structures.
• BE or BTech in Mechanical Engineering is essential; NICMAR PGDM is desirable.
• Strong cost-control skills and precise measurement and billing procedures are required.

Responsibilities

• Assisting in subcontractor/piece rate worker (PRW) selection and billing administration.
• Preparing and forwarding requisitions to Head Office; verifying client bills and certifying payments.
• Ensuring liability statements and material reconciliation and timely submission of bills.

Roles and Responsibilities 01

Assisting in Subcontractor / Piece Rate Workmen (PRW) Selection

• Ensuring timely preparation and forwarding the requisition to Head Office
• Analysis of the rates offered by various Subcontractor / Piece Rate Contractor agencies, providing inputs for identification of most favorable rate.

Ensuring Client Billing and Collections

• Assisting Site to submit Advance Bank Guaranty, Performance Bank Guaranty, RBG, Insurance as per the contract conditions
• Ensuring Monthly client bill preparation as per the work completed
• Ensuring physical verification of work completed at site along with client counterpart
• Ensuring timely submissions and certification of bills to client and collection of payment as per certified bills. Ensuring timely submission of final bills as per contract conditions
• Dispute resolution with clients regarding bills and payments and hold amounts
• Ensuring timely preparation of monthly bills for Subcontractor / Piece Rate Contractor
• Ensuring checks of all measurements logged on the monthly bill at site-by-site engineer or section in charge.
• Ensuring correct logging of cost codes.
• Obtaining approval for monthly bill and no claim certificate after final bill

Ensuring submission of liability and reconciliation statements

• Ensuring timely submission of liability statements. Ensuring that the liability statements accurately covers the achieved work
• Timely submission of material reconciliation statements and statements accounting for wastage.
• Reconciliation of work executed and amount to be paid to Subcontractor / Piece Rate Workmen (PRW)

Specialized Roles and Responsibilities for billing activities of Marine & Industrial Projects

• Quantity Survey / Billing activities (Client Billing and Subcontract billing) of River Diversion Works, Diversion Tunnel / Channel, Coffer Dam [Dam/ Barrage & Intake, Concrete Dam, CFRD, Barrage, Underground Tunnelling, Surge Shaft / Pressure shaft, Powerhouse / Transformer Hall / Valve house, Underground Transformer cavern / Valve house, Switch yard
• Getting validations from Project Manager, Construction Manager, Section In charges, QA/QC Incharge, Personnel & Admin In charge and Accounts Manager before submission the bills to client and clearing the bills of subcontractors.
• Providing support to the contracts section while submitting the claims / extension of time.
