Job summary

Asticom Technology Inc is seeking a Quality Assurance and Safety Officer to lead audits, enforce QESH policies, and drive safety and environmental management across multiple sites.

You will mentor junior staff, conduct risk assessments (HIRAC), investigate incidents, and prepare dashboards for management, while ensuring compliance with DOLE regulations and ISO standards.

Qualifications

• Bachelor’s degree in Engineering, Safety, Environmental Science, or related field.
• DOLE-accredited Safety Officer (SO2 minimum; SO3 preferred).
• Years of experience in OSH, QESH, or IMS roles.
• Strong exposure to multi-site operations (Construction, Telecom, BPO, IFMS, Engineering Services).
• Experience in audit management, risk assessment, incident investigation, and CAPA.

Responsibilities

• Compliance Monitoring & Enforcement: Lead site inspections and ensure DOLE and ISO adherence.
• Audit & Assurance Leadership: Oversee internal audits and CAPA effectiveness; close findings.
• Safety & Environmental Management: Lead risk assessments and incident reporting; drive safety campaigns.
• Operational & Technical Support: Provide advisory support to operations and projects.
• Leadership & Team Support: Supervise QESH Officers and mentor site personnel.
• Reporting & Documentation: Compile inspection and incident reports; prepare KPI dashboards.
• Incident Management: Lead major investigations and ensure root cause actions are completed.

JOB TITLE: Quality Assurance and Safety Officer

Role Responsibilities

What will this role be doing in the company?

• 1. Compliance Monitoring & Enforcement

  Lead and conduct routine and unannounced site inspections

  Ensure compliance with QESH policies, DOLE regulations, and ISO standards

  Enforce implementation of standard procedures and controls

• 2. Audit & Assurance Leadership

  Lead internal audits and pre-audit readiness activities

  Review and validate CAPA/CAR implementation and effectiveness

  Ensure timely closure of audit findings and non-conformities

  Oversee implementation of ITPs, PQPs, and acceptance criteria

• 3. Safety & Environmental Management

  Lead hazard identification and risk assessments (HIRAC)

  Ensure proper incident reporting, investigation, and escalation

  Drive implementation of safety campaigns, toolbox talks, and trainings

  Ensure compliance with DOLE DO 252-25 Safety Officer functions

• 4. Operational & Technical Support

  Provide expert advisory support to operations and project teams

  Support project mobilization and compliance readiness

  Escalate high-risk issues to QESH Lead / Manager

• 5. Leadership & Team Support

  Supervise and guide QESH Officers and site safety personnel

  Ensure alignment of team activities with QESH objectives and KPIs

  Support capability building and mentoring

• 6. Reporting & Documentation

  Review and consolidate:

  Inspection reports

  Incident reports

  CAPA status

  Prepare dashboards and performance reports for management

• 7. Incident Management

  Lead investigation of major incidents and high-risk cases

  Ensure completion of root cause analysis and corrective actions

  Monitor closure and effectiveness of actions

Qualifications

  • Strong knowledge of: RA 11058, DOLE DO 198-18 / DO 252-25 ISO 9001, 14001, 45001 standards

  • Proven ability to lead site inspections, audits, and compliance programs

  • Strong analytical, reporting, and stakeholder management skills

  • Must have a valid driver’s license and willingness to travel
