Job summary

Palmer-Asia Inc. in the Philippines seeks an experienced Occupational Health and Safety professional to lead development and implementation of OSH policies and programs across the company.

You will monitor compliance with Philippine OSH laws, oversee hazard identification and risk assessment, conduct inspections and incident investigations, and coordinate safety training, drills, and health initiatives to strengthen a proactive safety culture and ensure regulatory readiness.

Qualifications

  • Deep knowledge of Philippine OSH laws and regulations
  • Experience in manufacturing/construction/industrial settings
  • DOLE-recognized safety training and certification preferred or required

Responsibilities

  • Ensure compliance with OSH laws and regulatory requirements.
  • Oversee hazard identification, risk assessment, and control measures.
  • Monitor workplace conditions; conduct inspections and audits; correct unsafe acts/conditions.
  • Lead investigations of accidents, near misses, and incidents; identify root causes and actions.
  • Develop and oversee safety training, orientations, drills, and awareness programs.
  • Ensure emergency preparedness with plans, equipment, and drills.
  • Coordinate health initiatives including health monitoring and sanitation.
  • Prepare and maintain safety records, reports, and training logs.
  • Promote a strong safety culture with management and staff to improve safety performance.

About the role

Leads the development, implementation, monitoring, and continuous improvement of the Company's occupational health and safety policies, programs, procedures, and standards.

Key responsibilities
  • Ensures compliance with applicable Occupational Safety and Health (OSH) laws, regulations, standards, and requirements of relevant government agencies and regulatory bodies.
  • Oversees the identification, assessment, and control of workplace hazards and ensures that appropriate preventive and corrective measures are implemented to minimize risks.
  • Monitors workplace and project/site conditions, conducts or oversees safety inspections and audits, and ensures timely correction of unsafe acts, unsafe conditions, and identified deficiencies.
  • Leads or oversees the investigation of accidents, incidents, injuries, near misses, and other safety-related events, identifies root causes, and recommends and monitors appropriate corrective and preventive actions.
  • Develops and oversees safety training, orientations, toolbox meetings, emergency drills, and other awareness programs to strengthen employee knowledge, competency, and compliance with safety requirements.
  • Ensures the Company's preparedness for fire, medical emergencies, natural disasters, workplace accidents, and other emergencies through appropriate emergency response plans, procedures, equipment, and drills.
  • Coordinates occupational health initiatives and workplace health programs, including health monitoring, medical requirements, workplace sanitation, and other measures that support employee health and well-being.
  • Ensures accurate and timely preparation, maintenance, and submission of safety records, inspection reports, incident reports, training records, compliance documents, and other required health and safety reports.
  • Promotes a strong safety culture by working with management, supervisors, and employees to improve safety awareness, accountability, compliance, and overall workplace safety performance.
About you
  • Bachelor's degree in Occupational Safety and Health, Engineering, or a related field, with relevant experience in occupational health and safety, preferably in a manufacturing, construction, engineering, or industrial environment.
  • Comprehensive knowledge of Philippine OSH laws and regulations, workplace hazard identification and risk assessment, incident investigation, emergency preparedness, safety training, and safety management systems.
  • Strong leadership, communication, analytical, organizational, and problem-solving skills.
  • Appropriate DOLE-recognized safety training and certification, such as the required Safety Officer competency for the role, is required or preferred depending on the Company's classification and applicable regulations.
  • Relevant professional licenses and additional HSE certifications are an advantage.
