PMQS Construction Solutions, Inc. is seeking a Project Quantity Surveyor to oversee end-to-end financial management including initial budget estimation, tendering, cost monitoring, progress billings, and stakeholder coordination. The role is based at our Sta.

Rosa project site in Nuvali, Laguna, and requires an experienced Civil Engineer. Responsibilities include budgeting, bid evaluation, cost reporting, and contract administration.

Qualifications

• Degree in Civil Engineering or related field.
• 3-5 years of experience as a Project QS in a QS/Consultancy Firm.
• Proficient in cost estimation, budgeting, and financial analysis.
• Strong understanding of construction methods and industry regulations.
• Excellent problem-solving, analytical, and communication skills.

Responsibilities

• Prepare initial budget estimates, cash flow projections, BOQ across all design stages.
• Assist with bid package preparation, attend bid conferences, analyze tender submissions.
• Conduct regular financial tracking, cost analysis, and monthly QS reporting for project reports for the Owner.
• Evaluate monthly contractor progress billings, variation/change order claims, time extension requests, bonds/insurances.
• Calculate and control budgets for man-hours, equipment, and materials; propose corrective actions.
• Liaise with architects, engineers, owners, and contractors on cost changes.
• Manage up to three projects concurrently while maintaining QMS standards and team leadership.
• Perform site visits and inspections to verify progress and assess variation claims.

About the role

As a Project Quantity Surveyor at PMQS Construction Solutions, Inc.', you will play a crucial role in overseeing end-to-end financial management—including initial budget estimation, tendering and bid evaluation, cost monitoring, progress billings, and stakeholder coordination—while ensuring compliance with quality and organizational standards. Based in our project site in Sta. Rosa, Laguna, this full-time position requires an experienced Civil Engineer.

What you’ll be doing

• Budgeting & Cost Estimation: Prepare initial budget estimates, cash flow projections, quantity take-offs, and detailed Bills of Quantities (BOQ) across all design stages.

• Tendering & Procurement: Assist PM/CM with bid package preparation, attend bid conferences, analyze tender submissions, and recommend awards.

• Cost Monitoring & Financial Reporting: Conduct regular financial tracking, cost analysis, and monthly QS reporting for incorporation into overall project reports for the Owner.

• Contract Administration & Billings: Evaluate monthly contractor progress billings, variation/change order claims, time extension requests, bonds/insurances, and final account close-outs.

• Resource Control & Variance Resolution: Calculate and control budgets for man-hours, equipment, and materials, proposing corrective actions for budgetary or operational variances.

• Stakeholder Coordination & Directory Management: Liaise with architects, engineers, owners, and contractors regarding cost changes while maintaining comprehensive industry contact directories.

• Multi-Project Management & QMS Compliance: Manage up to three projects concurrently while maintaining Quality Management System (QMS) standards and team leadership.

• Site Visits & Inspections: Perform site visits and inspections as needed to verify work progress, assess field conditions, and evaluate variation claims.

What we’re looking for

• Degree in Civil Engineering or a related field.

• Minimum 3-5 years of experience as a Project QS in a QS/Consultancy Firm.

• Proficient in cost estimation, budgeting, and financial analysis.

• Strong understanding of mechanical engineering principles, construction methods, and industry regulations.

• Excellent problem-solving, analytical, and decision-making skills.

• Ability to work collaboratively in a team and communicate effectively with stakeholders.

• Proficient in using cost estimation software and project management tools.

• Will be deployed in Nuvali, Sta. Rosa, Laguna (stay-out).

• Can start ASAP.
