Job Summary

The Project Engineer is responsible for managing the planning, execution, monitoring, and successful delivery of water treatment, wastewater treatment, sewage treatment, recycled water, and utility infrastructure projects. The role ensures projects are completed safely, on schedule, within budget, and in accordance with approved technical specifications, contractual obligations, and regulatory requirements. The position coordinates multidisciplinary engineering teams, contractors, consultants, suppliers, clients, and government agencies throughout the project lifecycle while maintaining effective project governance, quality assurance, and stakeholder engagement.

Duties and Responsibilities
Project Planning, Execution & Site Management
  • Plan, coordinate, and manage the execution of water, wastewater, sewage treatment, and utility infrastructure projects from mobilization through commissioning
  • Develop project execution strategies, construction methodologies, work plans, and resource requirements aligned with project objectives
  • Lead site engineers, contractors, subcontractors, and technical personnel to achieve project milestones
  • Develop and maintain project schedules using Microsoft Project, Primavera, or equivalent scheduling tools
  • Conduct regular coordination meetings to monitor project progress, resolve issues, and ensure timely completion of project activities
  • Monitor project performance against approved cost, schedule, quality, safety, and environmental objectives
Contractor, Cost & Contract Administration
  • Manage project costs within approved budgets while optimizing resource utilization and minimizing waste
  • Review, validate, and recommend approval of contractor progress billings and work accomplishment reports
  • Evaluate and recommend contractor requests for Variation Orders (VO), Time Extensions (TE), and Time Suspensions (TS)
  • Review contractor technical submissions, shop drawings, method statements, and construction documentation
  • Monitor contractor performance and ensure compliance with contractual obligations and project governance requirements
  • Safeguard company assets and maintain effective control of project materials and inventories
Construction Supervision, Quality & HSE Management
  • Supervise construction activities to ensure compliance with approved drawings, specifications, quality standards, and project schedules
  • Monitor implementation of Quality Assurance/Quality Control (QA/QC) procedures and Health, Safety, and Environment (HSE) requirements
  • Coordinate inspections, testing, punch listing, commissioning, and project close-out activities
  • Identify construction risks and implement appropriate corrective and preventive actions
  • Ensure project execution complies with applicable engineering codes, environmental regulations, and company safety standards
Stakeholder Coordination & Client Management
  • Establish and maintain productive relationships with clients, consultants, contractors, suppliers, local government units, regulatory agencies, estate management, and other stakeholders
  • Identify project risks and opportunities and recommend appropriate mitigation strategies to protect company interests
  • Facilitate technical discussions, project meetings, and coordination activities with internal and external stakeholders
  • Represent the company during project coordination, progress reviews, and client meetings
Project Reporting, Documentation & Administrative Management
  • Prepare and submit weekly, monthly, and milestone project progress reports
  • Maintain accurate project documentation, correspondence, schedules, cost records, and engineering documentation
  • Monitor project KPIs and prepare management reports
  • Manage project administrative activities, including document control, permits, approvals, and project close-out documentation

Perform all other duties and responsibilities that may be assigned from time to time.

  • Proficient in Microsoft Office, Microsoft Project and/or Primavera P6, AutoCAD
Education, Trainings and Licenses Required

Bachelor's Degree in Civil Engineering or other relevant engineering discipline (e.g., Mechanical, Electrical, Environmental Engineering, depending on project requirements)

  • PRC Registered Engineer is required
  • Training in Construction Management, Project Management, Contract Administration, or Construction Safety is an advantage.
  • Project management certification is an advantage
  • Minimum 3–5 years of relevant experience in engineering, construction, or project management for water treatment, wastewater treatment, sewage treatment, utility infrastructure, industrial plants, or similar engineering projects
  • Experience supervising multidisciplinary construction projects involving civil, structural, mechanical, electrical, and instrumentation works
  • Demonstrated experience in contractor management, project scheduling, cost monitoring, technical reviews, and project reporting
  • Familiarity with EPC, EPCM, or Design-Build project environments is preferred
  • Working knowledge of Philippine construction regulations, environmental compliance requirements
