Chief of Party (Project / Program Management) Philippines | Supporting the U.S. Department of State | Contingent Upon Award

Position Overview

Position Title: Chief of Party (COP)

Availability Requirement: Minimum 95% monthly availability, excluding excused absences.

Reporting: Reports to the Contracting Officer’s Representative (COR) for technical direction and coordinates with the Working Groups for strategic direction.

Role and Responsibilities

The Chief of Party is AGG’s senior-most contractor representative and the single point of accountability for all BPA activities across all call orders. The COP is responsible for the following:

  • Strategic Leadership and Program Management: Overall project management, strategy formulation, and directing BPA activities across all concurrent call orders; serving as the primary interface between the Contractor and the Government, ensuring alignment of all BPA activities with U.S. Government strategic priorities, the Integrated Country Strategy, and the initiative objectives; developing and maintaining the integrated master schedule across all active call orders; and managing risk across simultaneous BPA activities and recommending mitigation strategies.
  • Coordination and Stakeholder Engagement: Coordinating with the COR, U.S. Embassy Manila, and host government counterparts; supporting the One Team approach with Working Groups; engaging with other U.S. Government agencies, and international partners as directed; and facilitating coordination among subcontractors, local partners, and private-sector actors.
  • Quality Assurance and Oversight: Ensuring all deliverables meet the acceptance criteria established in the QASP before submission to the COR; overseeing the Contractor’s Quality Control Plan (QCP); and ensuring compliance with all BPA terms and conditions, including branding and marking, confidentiality, organizational conflicts of interest, anti-corruption, and environmental safeguards.
  • Reporting and Administration: Overseeing preparation and timely submission of all required monthly, quarterly, and annual reports; managing the Monitoring, Evaluation and Learning (MEL) Plan and ensuring performance indicators are tracked and reported; overseeing the Branding and Marking Plan; and managing the Contractor’s budget, staffing, and subcontractor performance across all call orders.
Minimum Qualifications
  • Education: Master’s degree or equivalent professional experience in economics, business, finance, public policy and administration, engineering, or a similar field.
  • General Experience: At least fifteen (15) years of progressively responsible experience managing projects similar in size, scope, and complexity.
  • Specific Experience: Demonstrated experience in at least three (3) of the following areas: infrastructure development, transaction advisory/PPP, regulatory reform, private-sector engagement, workforce development, or investment promotion.
  • Geographic Experience: Experience managing projects in the Philippines or comparable developing-country environments in the Indo-Pacific region. In-country experience in the Philippines is highly desirable.
  • Management Experience: Experience serving as Chief of Party, Project Director, or equivalent senior leadership role on projects with a total value of at least $10 million.
  • Language: Professional proficiency in English, written and spoken, is required. Filipino/Tagalog proficiency is desirable but not required.
  • Coordination Experience: Demonstrated experience coordinating with U.S. Government agencies, host government counterparts, international development organizations, and private-sector actors.
Desirable Qualifications
  • Experience with Partnership for Global Infrastructure and Investment or similar multilateral infrastructure initiatives.
  • Experience with economic corridor development programs.
  • Existing relationships with Philippine government agencies, local government units, and private-sector organizations
  • Experience managing multiple concurrent tasks or call orders under a single BPA or IDIQ contract.
  • Experience with U.S. Department of State or USAID foreign assistance programs.
  • Project Management Professional (PMP) certification or equivalent credential.
