Anglicotech Philippines is an established, rapidly growing, U.S. veteran-owned small business licensed in the Philippines. ATPH has established a long-term position in support the U.S. Marine Corps’ Global Positioning Network (GPN) program with 2 major sites in Subic Bay. We are leveraging this position to execute a vision that includes building a Philippine Sovereign Ammunition Enterprise in coordination with the Philippines Department of National Defense (DND). The partnership will be executed through a Memorandum of Cooperation (MOC) between the Philippines Defense Group/AT Philippines and the Philippines DND Government Arsenal (GA).
We are seeking a full-time Program Manager/Joint Planning Office Chief with immediate availability to convert the MOC and associated campaign plan into a disciplined, six-month joint program that delivers 11 Government decision-making products on schedule, integrates Government and industry teams, and protects the Government Arsenal’s ongoing production.
Location
- Manila/Government Arsenal – with recurring U.S. and Philippines regional coordination.
- The Individual will report to the Joint Planning Working Group
- A salary range of $125,000 - $150,000 is available for this position. Compensation will be determined based on factors including experience, education, certifications, and technical qualifications. In addition to base salary, this position may be eligible for a comprehensive benefits package.

Responsibilities
- Lead daily JPO operations and serve as the principal integrator between AT PH/PDG, GA, DND, AFP, advisers, OEMs, and financing workstreams.
- Own scope, schedule, dependencies, risks, issues, decisions, actions, quality reviews, and deliverable configuration.
- Translate executive direction into work packages; chair weekly internal working groups and support bi-weekly joint working groups and monthly Steering Committee reviews.
- Resolve cross-functional conflicts among industrial, supply-chain, facilities, finance, modernization, technology, and legal teams.
- Control assumptions and alternatives so industrial plans, capital models, facilities concepts, and the ten-year roadmap remain mutually consistent.
- Prepare decision papers and recommendations for the Program Director and Executive Steering Committee.
- Manage external consultants against clear statements of work, hours, outputs, and acceptance standards.
- Maintain a no-surprises relationship with Government counterparts and elevate access, data, policy, and schedule constraints early.
Required Qualifications
- Experience managing complex defense, industrial, infrastructure, acquisition, or engineering programs; demonstrated responsibility for programs or portfolios of at least $25 million.
- Experience leading integrated planning across engineering, operations, finance, contracting, facilities, and Government stakeholders.
- Demonstrated command of WBS development, integrated master scheduling, risk and issue management, change control, executive governance, and deliverable acceptance.
- Ability to work in the Philippines and travel to GA and other sites; strong written and oral executive communication.
Desired Qualifications
- Ammunition, energetics, armaments, defense manufacturing, shipyard, aerospace, or comparable regulated industrial-program experience.
- Prior leadership in a joint Government-industry program office.
- Experience in the Philippines, Indo-Pacific, allied security cooperation, or an emerging-market industrial project.
- Familiarity with U.S. Government security cooperation, DFC, FMF, PERA-type funding, or public-private partnership programs.
- Graduate degree in engineering, operations, business, public policy, or national security.
Security Clearance
- Ability to obtain and maintain a US Security clearance at the minimum level of Secret
Education and Experience
- Bachelor’s Degree in a relevant field of study including Engineering, Business, Public Policy, Management, etc.
- (Desired) Graduate degree in engineering, operations, business, public policy, or national security.
- 12+ years of experience in relevant positions with increasing complexity and responsibility.
