Job Description
The Chief of Party will provide overall leadership, strategic direction, and project management for the Strategic Investments Support program. The role will oversee all assignments issued under the Blanket Purchase Agreement (BPA), ensuring consistent coordination, accountability, and delivery across projects.
Duties and Responsibilities
- Lead overall project management and implementation across all assignments under the BPA.
- Develop program strategies, priorities, and implementation plans aligned with project objectives.
- Direct and coordinate project teams, technical specialists, consultants, and service providers.
- Oversee project schedules, resources, budgets, and deliverables.
- Monitor progress, address implementation challenges, and maintain the quality of project outputs.
- Coordinate with the client, government counterparts, private sector partners, and other relevant stakeholders.
- Ensure activities meet applicable contractual requirements and reporting obligations.
- Support staffing and mobilization for new assignments while maintaining continuity across ongoing projects.
- Provide oversight of monitoring, evaluation, learning, and communications activities.
- Maintain the availability and leadership commitment required throughout the BPA ordering period.
Required Qualifications
- At least 15 years of experience managing projects similar in size and scope to the program.
- A master’s degree or equivalent professional experience in economics, business, finance, public policy and administration, engineering, or a related field.
- Demonstrated experience providing overall project leadership, developing strategies, and directing complex project activities.
- English proficiency, supported by the candidate’s professional experience and qualifications.
- Willingness and ability to serve as a direct employee of the prime contractor.
- Ability to provide a signed Letter of Commitment confirming availability and commitment to serve throughout the BPA ordering period.
- Ability to meet the required 95% monthly availability, excluding excused absences.
Preferred Experience
- Leadership of international development, foreign assistance, or government advisory programs.
- Experience in policy and regulatory reform, private sector engagement, workforce development, or investment-support initiatives.
- Experience delivering programs in the Philippines or comparable developing countries.
- Previous experience as a Chief of Party, Program Director, Project Director, or an equivalent senior leader.
- Experience managing multiple project assignments and coordinating government, donor, and private sector stakeholders.
