Job description

The RELX Global Procurement (GP) function is a strategic procurement organization with global responsibilities for the sourcing of direct and indirect spend. The successful candidate will be a member of the Direct Spend team.

This position develops and implements sourcing strategies in the areas of Direct spend (Content Acquisition and Development, Content Operations) for RELX divisions. The role initiates new strategic partnerships between suppliers and Business Stakeholders, manages and develops existing partnerships; understands and analyzes legal terms, obtains project requirements, creates new contract drafts, analyzes supplier contract documents, negotiates favorable conditions and terms with individual or multiple suppliers, and collaborates with stakeholders for alignment on cost management and revenue enablement. The role's primary focus is analyzing the Content Acquisition and Development area of spend and required services, with a secondary focus on managing negotiations for Content Operations initiatives (e.g. web research, data extraction/collection/conversion), supplier development (resources and capabilities) and demand management, as well as redesigning processes and supply chains to deliver on cost reduction and efficiency strategies. This position shall liaise with Procurement colleagues in crossover areas of like activities, engaging Business Stakeholders to understand the needs of the business and drive collaboration in leveraging spend and suppliers that deliver an increased value in cost and operational efficiencies to RELX.

This is a highly experienced and/or qualified professional role, requiring in-depth conceptual and practical knowledge in the job discipline and basic knowledge of related job disciplines. The role demonstrates mastery of concepts and procedures in Content Acquisition and Operations, solves complex problems using critical thinking, and works independently with minimal guidance.

Key Responsibilities:

• 1.Content Strategy. Develop, manage and execute procurement strategies, demonstrating strong subject matter expertise in Content Acquisition, Development and Operations, utilizing procurement expertise.
• 2.Content Spend Management: Develop procurement strategies to generate value and savings across data licensing, data sourcing, and Content Operations initiatives (e.g., web research, data extraction/collection/conversion). Build annual cost savings programs aligned with business strategy, manage negotiations, supplier development, and demand management, and design cost models and efficient processes/supply chains to support strategic content and cost-reduction goals.
• 3.Business Partnerships. Initiate new strategic partnerships between suppliers and Business Stakeholders, and manage and develop existing partnerships; understand and analyze legal terms, obtain project requirements, create new contract drafts, analyze supplier contract documents, and negotiate favorable conditions and terms with individual or multiple suppliers.
• 4.Stakeholder Collaboration. Liaise with Procurement colleagues in crossover areas of like activities, engaging Business Stakeholders to understand the needs of the business and drive collaboration in leveraging spend and suppliers that deliver increased value in cost and operational efficiencies to RELX.
• 5.Supplier Management. Manage supplier relationships to consistently deliver value based on best practice and business ethics. Implements an effective Supplier Relationship Management (SRM) Programme for all relevant suppliers. Comply with processes and tools for standardized supplier categorization (Critical, Strategic, Preferred, Approved), performance metrics, including benchmarking against similar industries and best practices.
• 6.Process Improvement. Identify, evaluate and recommend business process improvement opportunities to senior management and Business Stakeholders, utilizing expert procurement knowledge, current and emerging business models and creative business approaches.
• 7.Strategy. Provide strategic procurement expertise and support to RELX Business units, functions, and subsidiaries. Develop strategies for assigned activities consistently and support overall strategy of the Global Direct Spend category strategy.
• 8.Systems and Tools. Ensure that all relevant processes, systems and tools are used effectively, and that relevant projects are listed in the Global Procurement Propipeline database with all fields updated accordingly.
• 9.Training and Communication. Communicate best procurement practices and policies, and provide communication and training to teams, customers and procurement professionals, as appropriate.
• 10.Compliance and Demand Management. Devise strategies and work with Business stakeholder to increase compliance and manage demand through the selection and use of fit for purpose materials, services, and emerging technologies and innovation.

Qualifications:

Bachelor’s degree or equivalent experience in Strategic Sourcing and Procurement

Demonstrated 3-5 years of procurement experience

The successful candidate will likely have significant work experience and strong knowledge of supply chain procurement.

Experience managing supplier relationships, supply chain, and business process improvement, as well as process and tools experience

General procurement experience and expertise

Strong influencing and negotiation skills that can be used to coordinate projects, and drive initiatives

Excellent communication skills is critical

Experience in supporting or leading RFP's, RFI's and RFQ's to suppliers
