Job summary

SEAOIL Philippines, Inc. is seeking a Procurement Officer to handle sourcing, canvassing, and purchasing of construction, repairs, maintenance, and hardware materials for operations across SEAOIL and its affiliates.

You will receive requests, generate Purchase Orders, and monitor deliveries while engaging suppliers and end-users to ensure timely, cost-effective procurement solutions.

Qualifications

• At least 2 years experience in Procurement.
• Graduate of Civil Engineering, Business Administration or Accounting.
• Solid background in Cost Estimation in a Construction Industry.

Responsibilities

• Receive and review approved purchase requests and PR slips; prepare POs.
• Conduct canvassing for materials across stations and depots; secure supplier quotations.
• Evaluate quotations for specifications, price, payment terms, delivery lead time, and warranty.
• Negotiate with suppliers to meet required specifications at lowest cost.
• Create POs in NetSuite and route for approval; communicate with suppliers.
• Maintain good supplier relationships and inform end-users of defects.

What is this role about?

This role will handle the sourcing, canvassing, and purchasing of construction, repairs, maintenance, and hardware materials necessary for the operations of SEAOIL and its affiliates by receiving and checking requests, generating Purchase Orders, and monitoring deliveries.

What will YOU do?

• Receive approved purchase request and Affiliates/OTC Purchase Requisition Slips (PRS)
• Thoroughly review purchase requisitions with regard to the lead time, specifications, stock on hand, monthly consumption, and quantity to check scope requested by requestor
• Facilitate canvassing for various requested items such as but not limited to: station supplies & consumables, hardware materials, constructions and aggregate, automotive parts, safety equipment, calibration (tank flow meter), and operating supplies and equipment for stations, depots, and vessels (ocean tankers)
• Secure price quotations from at least two (2) to three (3) suppliers and tabulate quotations for evaluation
• Analyze and evaluate quotations based on specifications, price, term of payment, delivery lead time, warranty and other legal factors
• Negotiate with the suppliers for purchase of materials consistent with the required specifications at the least possible cost
• Inform end user of technical inspection/evaluation of second-hand items or equipment from selected suppliers prior to issuance of Purchase Order (PO)
• Create Purchase Order (PO) in NetSuite System and forwards to PROC Senior Manager for approval and send emails to suppliers
• Maintain good relationship with suppliers
• Communicate with end user if materials delivered are defective and communicate such defects to supplier

What will YOU need?

• Candidate must have at least 2 years experience in Procurement
• Preferrably a graduate of Civil Engineering, Business Administration or Accounting
• Solid background in Cost Estimation in a Construction Industry
