Position Summary
  • The Procurement Manager will lead the organization's procurement, strategic sourcing, supplier management, contract administration, procurement governance, and compliance activities.
  • Reporting directly to the CFO, the role is responsible for ensuring the cost-effective, timely, compliant, and quality procurement of goods and services supporting the company's growth and operational objectives.
  • The scope of responsibility encompasses procurement requirements across new store development, store operations, supply chain and logistics, technology and digital infrastructure, and head office functions.
  • The role will establish robust procurement governance frameworks, policies, and controls, ensuring compliance with all applicable regulatory requirements and corporate standards.
  • The Procurement Manager will serve as a key business partner to Finance, Operations, Supply Chain, IT, Store Development, Human Resources, Marketing, and other corporate functions, driving procurement excellence, supplier performance, risk management, and sustainable cost savings.
Key Responsibilities
Strategic Sourcing & Procurement
  • Develop and execute procurement strategies aligned with business growth plans and financial objectives.
  • Lead sourcing initiatives, supplier selection, tendering processes, contract negotiations, and procurement planning across all indirect spend categories.
  • Drive competitive bidding processes to ensure best value, quality, and service levels.
  • Establish category management strategies for key procurement categories.
  • Identify opportunities for cost reduction, value engineering, demand management, and process efficiency.
  • Support annual budgeting and forecasting by providing procurement insights and market intelligence.
  • Deliver measurable procurement savings while maintaining operational effectiveness and service quality.
Procurement Governance & Compliance
  • Establish and maintain a best-practice procurement governance framework across the organization.
  • Develop, implement, and continuously improve procurement policies, procedures, controls, and approval workflows.
  • Maintain procurement governance standards consistent with company policies and internal control requirements.
  • Ensure procurement activities comply with all applicable legal, regulatory, tax, commercial, and corporate governance requirements.
  • Maintain an effective procurement Delegation of Authority (DOA) framework.
  • Drive adherence to procurement policies and approved procurement processes across all departments.
  • Monitor procurement compliance and identify opportunities for strengthening controls and governance.
  • Maintain comprehensive procurement documentation and records to support audit and compliance requirements.
  • Lead procurement-related compliance reviews and corrective action initiatives.
  • Promote ethical sourcing practices and high standards of procurement integrity throughout the organization.
Regulatory Compliance & Audit Management
  • Serve as the primary procurement contact for internal audits, external audits, and regulatory reviews.
  • Ensure procurement activities comply with applicable local laws, regulatory requirements, corporate policies, and industry standards.
  • Support regulatory reporting requirements where applicable.
  • Ensure suppliers comply with statutory, labor, environmental, health and safety, and other applicable regulations.
  • Manage and resolve procurement-related audit findings and compliance gaps.
  • Collaborate with Finance, Legal, Internal Audit, Risk, and Compliance teams to strengthen procurement controls.
  • Monitor regulatory developments and recommend process enhancements to ensure continued compliance.
  • Develop and maintain strategic relationships with key suppliers and service providers.
  • Establish supplier performance management frameworks and scorecards.
  • Conduct regular supplier business reviews and performance evaluations.
  • Identify opportunities for supplier innovation, service improvement, and cost optimization.
  • Drive supplier accountability against agreed service level agreements (SLAs) and contractual commitments.
  • Ensure continuity of supply through effective supplier risk management and contingency planning.
  • Establish supplier onboarding, evaluation, and due diligence processes.
  • Conduct financial, operational, legal, and compliance assessments of suppliers.
  • Develop and maintain a supplier risk management framework.
  • Perform periodic risk assessments of strategic suppliers and critical service providers.
  • Ensure supplier compliance with ethical sourcing standards, anti-bribery and anti-corruption requirements, sanctions regulations, conflict-of-interest policies, and data privacy requirements.
  • Implement supplier business continuity and risk mitigation programs.
Contract Management
  • Lead commercial negotiations to secure favorable pricing, payment terms, service levels, warranties, and contractual protections.
  • Manage the full contract lifecycle from negotiation through renewal or termination.
  • Monitor contract performance and compliance.
  • Ensure timely renewal of critical supplier agreements.
  • Work closely with Legal to minimize contractual and commercial risks.
  • Develop and execute procurement savings initiatives across all spend categories.
  • Monitor procurement expenditure against approved budgets.
  • Improve spend visibility through data analysis and reporting.
  • Identify opportunities to leverage scale, consolidate suppliers, and optimize purchasing decisions.
  • Support working capital improvement initiatives where appropriate.
  • Provide regular procurement performance reporting to the CFO and senior management.
Process Improvement & Systems
  • Drive continuous improvement across procurement processes and systems.
  • Introduce procurement best practices, automation, and digital procurement solutions where appropriate.
  • Improve procurement cycle times, supplier performance, and operational efficiency.
  • Develop procurement dashboards and management reporting capabilities.
  • Establish KPI measurement and reporting frameworks.
Qualifications
Required
  • Bachelor's Degree in Business, Supply Chain Management, Finance, Engineering, or a related discipline.
Preferred
Experience Requirements
  • Minimum 10 years of progressive procurement and strategic sourcing experience.
  • Minimum 5 years in a procurement leadership or management role.
  • Experience within retail, general merchandise, FMCG, consumer goods, multi-site operations, or a similar environment.
  • Demonstrated success managing procurement activities for store expansion and capital projects.
  • Strong experience across indirect procurement categories including facilities, technology, logistics, and corporate services.
  • Proven track record of delivering procurement savings and supplier performance improvements.
  • Experience establishing procurement governance frameworks and internal controls.
  • Exposure to regulatory compliance requirements, procurement audits, and risk management programs.
  • Demonstrated experience in vendor due diligence, supplier compliance, and contract management.
