Job summary

Unioil Petroleum Philippines, Inc. is seeking a Procurement Engineer (Mechanical) to source and manage mechanical equipment and services for its oil terminal and depot operations in the Philippines.

You will review technical specifications, lead RFQs, negotiate contracts, maintain supplier data, and ensure compliance with safety and regulatory standards while collaborating with operations, maintenance, and finance teams.

Qualifications

  • Bachelor’s degree in Mechanical Engineering.
  • Licensed Mechanical Engineer (LME) is strongly preferred.
  • 3-5 years of procurement, purchasing, or supply chain experience in an engineering/industrial setting.
  • Hands-on procurement for oil terminal and depot operations is a plus.
  • Experience in supplier negotiation, bid evaluation, and contract administration.

Responsibilities

  • Source, evaluate, and procure mechanical equipment and services for terminal operations.
  • Review technical specs and requisitions for completeness and accuracy.
  • Assess substitute materials and ensure suitability for operations.
  • Maintain material master data and supplier lists for inventory planning.
  • Prepare RFQs and conduct competitive bidding; evaluate bids on price and compliance.
  • Negotiate contracts, terms, warranties, and SLAs with suppliers.
  • Monitor supplier performance and implement corrective actions.
  • Process POs, receipts, and invoices in line with policy and controls.
  • Ensure compliance with regulatory and HSE requirements for petroleum operations.
  • Track procurement expenditures and prepare status reports for management.

The Procurement Engineer (Mechanical) is responsible for sourcing, evaluating, and managing the acquisition of materials, equipment, and services critical to the safe and efficient operation of Unioil’s oil terminal and depot facilities. This role sits at the intersection of technical know‑how and procurement discipline — ensuring that what gets bought is fit for purpose, compliant with engineering standards, delivered on time, and procured at the best value. It is a hands‑on, process‑driven role that demands both engineering judgment and commercial acumen, working closely with operations, maintenance, finance, and supplier partners to keep Unioil’s downstream infrastructure running at its best.

How You’ll Drive Success
Technical Procurement & Materials Management
  • Source, evaluate, and procure mechanical and electromechanical equipment, spare parts, consumables, and services required for oil terminal and depot operations, including pumps, valves, piping systems, meters, and safety equipment

  • Review and validate technical specifications, material requisitions, and scope of work documents submitted by the operations and maintenance teams to ensure completeness and technical accuracy prior to procurement

  • Assess technical equivalence of substitute or alternative materials and equipment, applying engineering judgment to determine suitability for terminal and depot operating conditions

  • Maintain accurate material master data, approved supplier lists, and procurement records to support inventory planning, audit readiness, and cost tracking across all terminal and depot sites

Supplier Sourcing & Relationship Management
  • Identify, qualify, and develop a reliable pool of suppliers and service providers for terminal and depot-related materials, ensuring alignment with Unioil’s quality, safety, and compliance requirements

  • Prepare and issue Requests for Quotation (RFQs) and conduct competitive bidding processes; evaluate bids on the basis of price, technical compliance, delivery lead time, and supplier track record

  • Negotiate contract terms, pricing, warranties, and service level agreements with suppliers to secure the best value while protecting Unioil’s operational and financial interests

  • Monitor supplier performance against agreed KPIs, escalates issues related to delivery delays, quality defects, or non‑compliance, and drive corrective actions to maintain supply chain reliability

Procurement Process & Compliance
  • Process purchase orders, delivery receipts, and invoices in compliance with Unioil’s procurement policies, approval authority matrix, and internal controls

  • Coordinate with the warehouse, logistics, and finance teams to ensure seamless end‑to‑end flow from purchase order issuance through to goods receipt, inspection, and payment processing

  • Ensure all procurement activities comply with relevant regulatory requirements, industry standards (e.g., DOE, DOLE, Bureau of Fire Protection), and Unioil’s HSE policies applicable to petroleum terminal and depot operations

Cost Management & Reporting
  • Track and report procurement expenditures against approved budgets, identifying cost‑saving opportunities, variance drivers, and areas for process improvement

  • Prepare regular procurement status reports covering open purchase orders, delivery timelines, outstanding commitments, and supplier performance metrics for management review

Education
  • Bachelor’s degree in Mechanical Engineering

  • Licensed Mechanical Engineer (LME) is strongly preferred

Experience
  • Minimum3-5years of experience in procurement, purchasing, or supply chain management in an engineering or industrial setting

  • Hands‑on experience procuring materials and equipment for oil terminal and depot operations is a significant advantage — including knowledge of mechanical components, instrumentation, tank farm equipment, and HSE‑related materials

  • Demonstrated experience in supplier negotiation, bid evaluation, and contract administration for capital and operational expenditure items

  • Background in the petroleum, energy, or downstream oil industry is an advantage

Skills & Competencies
  • Strong technical background in mechanical systems, enabling accurate interpretation of engineering drawings, technical datasheets, and material specifications

  • Solid procurement process knowledge covering the full P2P cycle: requisition, sourcing, bid evaluation, purchase order creation, goods receipt, and invoice processing

  • Good negotiation and supplier management skills with a focus on quality, cost, and delivery performance

  • Detail‑oriented, organized, and process‑driven with strong documentation habits and the discipline to maintain accurate procurement records

  • Effective communicator and cross‑functional collaborator — able to work with operations, engineering, finance, and logistics teams to align priorities and resolve procurement issues efficiently

  • Proficient in Microsoft Office (Excel, Word, Outlook); experience with ERP systems (SAP, Oracle, or equivalent) is an advantage
