Job summary

Prime Infra is seeking a highly experienced PMO Lead Planning, Scheduling & Risk Manager to steer planning, scheduling and risk management across major infrastructure projects in a senior capacity.

The role requires leadership across Owner's Team, Owner's Engineer and EPC Contractors, ensuring fully integrated schedules, proactive risk management and governance alignment with execution strategy.

Qualifications

  • Bachelor's Degree in Engineering, Construction Management or related technical discipline.
  • Formal Project Management qualification or recognised postgraduate studies.
  • PMP – Mandatory, PMI-SP or PSP – Mandatory.
  • Minimum 15 years' experience in Planning, Scheduling or Project Controls.
  • Proven leadership of Planning & Scheduling functions on major capital projects.
  • Demonstrated experience leading Project Risk Management.
  • Proven experience managing Programme and Project Risk Registers.
  • Extensive Primavera P6 experience.
  • Developing, reviewing and assuring Integrated Master Schedules.
  • Strong knowledge of Planning governance, forecasting, recovery planning and schedule assurance.
  • Facilitating project risk workshops.
  • Experience reviewing contractor programmes from Owner's perspective.
  • Executive communication and stakeholder management skills.

Responsibilities

  • Lead the planning and scheduling function across multiple major infrastructure projects.
  • Develop and maintain Programme and Project Integrated Master Schedules.
  • Establish planning standards, WBS, calendars, milestones and reporting requirements.
  • Lead development and review of Level 1–5 schedules.
  • Ensure full integration of engineering, procurement, manufacturing, logistics, construction and handover activities.
  • Provide technical leadership to Owner's Team planners and oversee planning activities.
  • Mentor planning personnel and standardize practices across delivery teams.
  • Ensure schedules reflect approved execution strategies and contractual obligations.

Prime Infra is seeking a highly experienced PMO Lead Planning, Scheduling & Risk Manager to lead the planning, scheduling and project risk management functions across major infrastructure projects.


We require a recognised Project Controls professional who combines technical planning expertise with strong project risk management capability and can independently lead both disciplines without day-to-day supervision.


The successful candidate will provide leadership across the Owner's Team, Owner's Engineer and EPC Contractors, ensuring project schedules are fully integrated, project risks are proactively managed, governance standards are maintained, and project delivery remains aligned with the approved execution strategy.


This role requires someone who can seamlessly transition between detailed project delivery, PMO governance and executive reporting.

Key Responsibilities

Planning & Scheduling Leadership


  • Lead the planning and scheduling function across multiple major infrastructure projects.

  • Develop and maintain Programme and Project Integrated Master Schedules.

  • Establish planning standards, Work Breakdown Structures (WBS), coding structures, calendars, milestones, progress rules and reporting requirements.

  • Lead the development and review of Level 1 through Level 5 schedules.

  • Ensure full integration of engineering, procurement, manufacturing, logistics, construction, commissioning and handover activities.

  • Provide technical leadership to Owner's Team planners and oversee planning activities performed by the Owner's Engineer and EPC Contractors.

  • Mentor planning personnel and establish consistent planning practices across all delivery teams.

  • Ensure project schedules accurately reflect approved execution strategies, contractual obligations and constructability requirements.


Project Risk Management Leadership


  • Lead the programme's Project Risk Management function.

  • Maintain and continuously improve the Project Risk Management Framework.

  • Own and manage Programme and Project Risk Registers on behalf of the PMO.

  • Facilitate multidisciplinary risk identification, assessment and mitigation workshops.

  • Ensure risks are clearly defined, appropriately owned and actively managed throughout the project lifecycle.

  • Monitor mitigation actions and ensure agreed actions are implemented and closed out.

  • Lead both qualitative and quantitative risk assessments.

  • Perform Schedule Risk Analysis (SRA), sensitivity analysis and Monte Carlo simulations where appropriate.

  • Integrate project risks with planning, procurement, commercial, engineering and construction activities.

  • Assess strategic, technical, commercial, procurement, construction and schedule risks.

  • Develop contingency recommendations based on quantified risk exposure.

  • Monitor emerging risks, opportunities and early warning indicators.

  • Prepare executive risk reports, heat maps, trend analysis and risk dashboards.

  • Promote a proactive risk management culture across the Owner's Team, Owner's Engineer and EPC Contractors.


Schedule Governance & Assurance


  • Ensure planning, scheduling and governance standards across the programme.

  • Independently review contractor baseline schedules, updates, forecasts and recovery programmes.

  • Conduct schedule quality and health assessments using recognised industry methodologies, including:


    • DCMA Schedule Assessment

    • AACE Recommended Practices

    • PMI Scheduling Standards


  • Assess schedule logic, critical path, float, constraints, resource assumptions and schedule quality.

  • Challenge unrealistic assumptions, unsupported recovery strategies and optimistic forecasting.

  • Ensure effective baseline management, revision control and change management.

  • Verify contractor schedules accurately reflect project scope, procurement strategy and execution methodology.

  • Provide independent planning assurance to Project Directors and Executive Management.


Progress Measurement, Forecasting & Recovery


  • Maintain progress measurement systems.

  • Validate contractor progress using physical verification, engineering deliverables, procurement status and site evidence.

  • Monitor schedule performance and productivity trends.

  • Produce credible completion forecasts.

  • Identify emerging delays before they impact critical milestones.

  • Lead recovery planning and schedule optimisation initiatives.

  • Assess delay impacts and support Extension of Time (EOT) evaluations where required.

  • Recommend practical recovery strategies including resequencing, acceleration and productivity improvements.


Procurement & Logistics Integration


  • Ensure procurement, manufacturing and logistics schedules are fully integrated into project programmes.

  • Monitor long-lead equipment and procurement interfaces affecting the critical path.

  • Challenge incomplete procurement schedules and unrealistic delivery forecasts.

  • Ensure contractor procurement reporting supports credible project forecasting.

  • Coordinate planning interfaces between engineering, procurement and construction teams.


PMO Governance & Executive Reporting


  • Prepare executive-level planning and risk reports.

  • Report on:


    • Critical Path

    • Key Milestones

    • Schedule Performance

    • Procurement Status

    • Project Risks

    • Recovery Actions

    • Forecast Completion Dates

    • Required Executive Decisions


  • Translate technical planning and risk information into concise executive reporting.

  • Escalate material project risks and schedule concerns early.

  • Provide independent advice to Project Directors and Executive Management.

  • Ensure reporting is evidence-based and supports informed decision-making.


Requirements

Essential Qualifications

Candidates Must Possess


  • Bachelor's Degree in Engineering, Construction Management, Project Management or a related technical discipline.

  • Formal Project Management qualification or recognised postgraduate studies.

  • Project Management Professional (PMP) – Mandatory. Or PMI Scheduling Professional (PMI-SP) or AACE Planning & Scheduling Professional (PSP) – Mandatory.

  • Minimum 15 years' experience in Planning, Scheduling or Project Controls.

  • Proven leadership of Planning & Scheduling functions on major capital projects.

  • Demonstrated experience leading Project Risk Management.

  • Proven experience managing Programme and Project Risk Registers.

  • Extensive Primavera P6 experience.

  • Demonstrated experience developing, reviewing and assuring Integrated Master Schedules.

  • Strong understanding of planning governance, forecasting, recovery planning and schedule assurance.

  • Practical experience facilitating project risk workshops.

  • Strong knowledge of Schedule Risk Analysis methodologies.

  • Experience integrating planning, scheduling, cost and risk management.

  • Experience reviewing contractor programmes from an Owner's or Owner's Engineer perspective.

  • Excellent executive communication and stakeholder management skills.

  • Large Hydropower or Pumped Storage Hydropower projects.

  • Major dams, tunnels or underground works.

  • Energy, mining, water or transport infrastructure projects.

  • Primavera Risk Analysis, Safran Risk or equivalent software.
