Job Description
The Planning Engineer / Planning Team Lead is responsible for leading the planning and scheduling function of the Company's construction projects and supporting the Construction Manager in ensuring the timely and efficient execution of project activities. The position develops, monitors, and updates project schedules, tracks actual progress against planned targets, analyzes project performance, and identifies potential delays, risks, and resource constraints.
As the Planning Team Lead, the position provides direction and technical guidance to the Planning Team and serves as a key coordination link between the Construction Manager, Project Engineers, Foremen, Leadmen, and other project stakeholders. The position ensures that project plans, schedules, manpower, materials, equipment, and other resources are properly coordinated to support the successful completion of projects within the approved schedule, budget, quality, and safety requirements.
Responsibilities
Develop and maintain project schedules, work programs, and baseline schedules
Monitor actual project progress against the approved project schedule
Coordinate with Project Managers, Project Engineers, site teams, and subcontractors to gather progress updates
Prepare daily, weekly, and monthly progress reports
Monitor manpower, materials, equipment, and other resources required to meet project schedules
Identify delays, schedule risks, and critical activities and recommend appropriate corrective actions
Prepare and update look-ahead schedules and recovery plans when necessary
Analyze project performance and provide management with schedule and progress updates
Assist in monitoring project milestones, deliverables, and completion targets
Coordinate with QS and Project Teams regarding work accomplishment and progress billing data
Review project schedules and ensure activities are properly sequenced and aligned with project requirements
Maintain organized records of project schedules, progress reports, and planning documents
Assist the Project Manager in planning, forecasting, and overall project monitoring
Ensure planning and reporting activities are aligned with approved project plans, specifications, and company procedures
Job Requirements
A. Planning and Scheduling
- Develop detailed project schedules based on approved project plans, scope of work, contract requirements, and target completion dates.
- Prepare baseline schedules, work programs, look-ahead schedules, recovery schedules, and other planning documents as required.
- Break down project activities into manageable work packages and establish appropriate activity sequences and durations.
- Identify project milestones, critical activities, dependencies, and critical paths.
- Develop and maintain project schedules using appropriate planning and scheduling software.
- Coordinate with the Construction Manager and Project Engineers in establishing realistic activity durations, sequencing, and resource requirements.
- Ensure that project schedules are aligned with approved drawings, method statements, procurement schedules, manpower availability, and site conditions.
- Develop short-term and long-term plans to support project execution.
B. Progress Monitoring and Control
- Monitor actual project accomplishments against the approved baseline schedule.
- Collect and validate daily and weekly accomplishment data from Project Engineers, Foremen, and site teams.
- Prepare weekly and monthly progress reports comparing planned versus actual accomplishments.
- Analyze schedule variances and identify the causes of delays, slippages, and productivity issues.
- Monitor project milestones and immediately report potential delays to the Construction Manager.
- Develop catch-up, mitigation, and recovery plans for delayed activities.
- Monitor manpower, equipment, and material utilization against project requirements.
- Track the progress of critical activities and provide recommendations to improve productivity and schedule performance.
- Maintain accurate and updated project schedules throughout the project lifecycle.
- Lead and supervise the Planning Team and provide technical direction, guidance, and support.
- Assign planning and reporting tasks to Planning Engineers, Planning Coordinators, or other members of the Planning Team.
- Review the work and reports prepared by the Planning Team for accuracy and completeness.
- Establish standard planning, scheduling, monitoring, and reporting procedures for the team.
- Coach and develop team members to improve their planning, analytical, and reporting capabilities.
- Monitor the performance and workload of the Planning Team and ensure timely completion of assigned deliverables.
- Serve as the primary planning representative in coordination meetings when delegated by the Construction Manager.
D. Coordination with Construction Operations
- Work closely with the Construction Manager, Project Engineers, Foremen, and Leadmen to ensure that project execution is aligned with the approved schedule.
- Coordinate with Procurement, Logistics, Asset Management, and other departments regarding material, equipment, and manpower requirements.
- Identify resource constraints that may affect project schedules and recommend appropriate solutions.
- Coordinate planned deliveries, equipment deployment, manpower requirements, and site activities with project schedules.
- Review proposed changes in construction activities and assess their potential impact on project timelines.
- Provide planning support during project mobilization, execution, and demobilization.
E. Project Reporting and Analysis
- Prepare and consolidate project progress reports for submission to the Construction Manager and Management.
- Prepare project dashboards, S-curves, progress charts, productivity reports, and schedule analysis.
- Monitor planned versus actual progress and provide management with clear analysis and recommendations.
- Prepare schedule forecasts and identify potential completion-date risks.
- Maintain records of project schedules, revisions, accomplishments, delays, and recovery plans.
- Assist in preparing documentation related to project delays, extensions of time, variations, and schedule impacts when required.
- Present project progress and schedule status during internal coordination meetings and management reviews.
F. Risk and Delay Management
- Identify potential schedule risks and constraints before they significantly affect project completion.
- Maintain a schedule risk and delay log for assigned projects.
- Analyze the impact of material delays, manpower shortages, equipment availability, site conditions, design changes, and other issues affecting project schedules.
- Recommend mitigation measures and recovery strategies to the Construction Manager.
- Monitor implementation of approved recovery plans and evaluate their effectiveness.
G. Documentation and Process Improvement
- Ensure that planning documents and reports are accurate, complete, properly organized, and submitted within required deadlines.
- Establish and maintain standardized planning templates, reporting formats, and monitoring systems.
- Develop and improve planning processes to increase efficiency, accuracy, and visibility of project performance.
- Maintain proper records of schedule revisions and ensure that changes are properly documented.
- Perform other duties and responsibilities that may be assigned by Management.
