The HR Onboarding Compliance Specialist ensures full employment eligibility and onboarding compliance, partnering with Talent Acquisition, Operations, Legal, and external vendors to deliver scalable processes.

The role focuses on background screening, I-9/work authorization, and drug-screening compliance while maintaining audit readiness.

Qualifications

• Experience with background screening adjudication and FCRA requirements.
• I-9 and work authorization compliance knowledge.
• Strong auditing and regulatory compliance abilities.
• Ability to balance compliance with employee experience.

Responsibilities

• Own and manage all pre-employment background screenings from initiation through final resolution.
• Adjudicate background check results in accordance with adjudication matrix, guidelines, and applicable laws.
• Conduct individualized assessments of criminal history considering job-relatedness and regulatory constraints.
• Serve as final decision-maker for background screening outcomes, including hire eligibility.
• Issue, track, and process all FCRA-required pre-adverse and adverse action notices on time.
• Coordinate rescinded offers or separations resulting from screening outcomes with TA, HR, and Legal.
• Administer and maintain compliant Form I-9 records for all employees, including reverifications.
• Monitor changes to I-9/E-Verify laws and respond with corrective actions.
• Conduct routine internal I-9 audits and provide guidance on compliance standards.
• Provide training to recruiters and hiring managers on proper I-9 completion.
• Serve as point of contact during audits related to employment eligibility.
• Oversee pre-employment drug screening processes and vendor coordination.
• Manage visa-related documentation and eligibility tracking.
• Support background monitoring and rechecks in line with policy.
• Develop and maintain compliance reports and dashboards for onboarding components.
• Prepare documentation for internal and regulatory audits.
• Identify workflow improvements through automation and systems integration.
• Lead or support onboarding compliance projects and technology enhancements.
• Partner with HR, Compliance, Legal to ensure compliant onboarding workflows.
• Advise on compliance-related hiring decisions with a balance of risk and candidate experience.
• Create and update SOPs related to onboarding compliance and train teams.
