Job summary

Energy Development Corporation in the Philippines seeks a Forest Protection Lead to oversee NNGP and BBGP forest protection activities, including patrols, fire control, capacity building, and coordination with DENR and local government units.

The role will also drive renewal of tenurial permits, prepare development and mapping documentation, and liaise with the DENR to expedite permits while reporting progress to the CRD head and stakeholders.

Responsibilities

  • Lead implementation of forest protection in NNGP/BBGP, including patrols, forest fire control, community-based protection capacity building, and coordination with DENR, LGUs and enforcement agencies
  • Create or update forest protection plans for NNGP/BBGP and ensure compliance in BINHI plantations and relevant areas
  • Oversee renewal of tenurial permits, prepare SFLMA applications, draft PDMP, create required maps, submit to DENR, and manage follow-ups with DENR and CRD
  • Coordinate data submission including BINHI accomplishment reports, registries, and compliance planting maps and reports
  • Assist in stakeholder management, social permit acquisition, and lead legacy project turnover and reporting

  1. Lead in the implementation of Forest Protection in Northern Negros Geothermal Project (NNGP) including Bago Binary Geothermal Project (BBGP) particularly conduct the following activities:
    1. Forest patrols, forest fire control, capacity building of community-based forest protection teams, coordination of forest protection activities with DENR, LGUs and other enforcement agencies;
    2. Create or update forest protection plan in NNGP/BBGP;
    3. Implementation of forest protection activities for BINHI plantations and compliance planting areas of NNGP/BBGP and other nearby potential growth projects;
  2. Lead in the application and acquisition of renewal of appropriate tenurial permit particularly conduct the following activities:
    1. Review documents pertinent to the expired Special Land Use Permit #6-8-SLUP-RRW-GFS001-05312014;
    2. Prepare all necessary requirements for the Sustainable Forest Land Management Agreement (SFLMA) application (to refer to the DENR complete checklist);
    3. Lead in drafting the Proposed Development Management Plan (PDMP);
    4. Create all required maps for the SFLMA application;
    5. Submit the completed SFLMA application to the Department of Environment and Natural Resources (DENR);
    6. Conduct meetings, lobbying, and regular follow-ups with the DENR to expedite the SFLMA issuance;
    7. Provide consistent updates and coordinate on the application's status with the Negros Community Relations Department (CRD) head;
    8. Secure the approved SFLMA;
  3. Rehabilitation of 12.58 hectares Buffer Zone upon plug and abandon of My1DA in NNGP specifically for the following activities:
    1. Create or update forest restoration plan;
    2. Supervise nursery production, planting and maintenance activities;
  4. Assistance in the Stakeholder Management and other Permit compliance activities:
    1. Assistance to the conduct of BINHI, Biodiversity Conservation and Monitoring Program (BCMP), and enterprise development activities in the project operations, as needed;
    2. Whenever needed, assist in activities for the acquisition of social permits and in the implementation and monitoring of social permit conditions;
    3. Continue as Lead of the NNGP Legacy projects for the Full turnover of titles to the NNGP Resettlement beneficiaries;
    4. Assist the Community Partner (NNGP) in the acquisition of social permits and in the implementation of flagship programs, management of community issues and concerns, documentation, M & E and report preparation submission of projects handled;
  5. Prepare and submit data repository and reports:
    • BINHI Forest Protection Accomplishment Reports;
    • BINHI Forest Protection registries and other Forest protection and related data;
    • Compliance Planting maps, data registry, and other plantation related data/ reports;
