Job summary

Energy Development Corporation, a geothermal energy pioneer in the Philippines, seeks a senior Process Safety and Technical Integrity leader to drive the 2026–2030 PSM roadmap. You will establish corporate policies for CCPS pillars, mandate SCE integrity, update PSI data, and lead multi-disciplinary hazard analyses across geothermal, binary, and BESS assets.

You will also build competency, oversee contractor safety, and drive KPI dashboards for process safety metrics while ensuring robust

Responsibilities

  • CCPS RBPS Framework Implementation & Governance: Craft and execute EDC’s 2026–2030 PSM Roadmap through Phase 1 (Stabilization), Phase 2 (Integration), and Phase 3 (Maturity). Establish corporate process safety policies, standards, and guidelines across the 4 CCPS Pillars: Commit, Understand, Manage, and Learn.
  • Safety Critical Elements (SCE) & Barrier Integrity: Lead the identification, performance standard development, and re-engineering of Safety Critical Elements (SCEs). Enforce a strict zero-bypass policy on SCEs and establish formal verification schemes for automated emergency isolation interlocks. Collaborate with asset integrity teams to mitigate fluid chemistry issues (low pH, high TSS, scaling) that accelerate asset corrosion.
  • Technical Integrity & Process Safety Information (PSI): Audit and update Process Safety Information, ensuring P&IDs, Single Line Diagrams (SLDs), and equipment tagging reflect as-built field realities. Rationalize and manage alarm flood systems to ensure critical operator actions during plant upsets are not overridden.
  • Hazard Identification, Risk Analysis (HIRA) & MOC: Facilitate/lead multi-disciplinary Process Hazard Analyses (HAZOP, LOPA, Bowtie) across conventional geothermal, binary assets, and BESS. Institutionalize and govern Management of Change (MOC) and Technical Advice Note (TAN) gates to prevent unmanaged modifications.
  • Competency Building & Contractor Oversight: Define Process Safety Competency Matrices for operations, engineering, and control center personnel, specifically for volatile binary working fluids. Establish certification programs and dynamic drills for Control Center Operators. Lead joint hazard assessments and quality/EHS validation protocols for 3rd-party contractors.
  • Incident Investigation & Metrics: Facilitate deep-dive Root Cause Analyses (RCAs) on LOPC events and process safety incidents. Establish enterprise-wide leading and lagging Process Safety KPIs and dynamic dashboard metrics.
  • Occupational Safety Management & Leadership: Manage enterprise-wide occupational safety programs focused on critical risk mitigation. Oversee occupational safety competency development for all employees. Direct strategic contractor safety management to ensure full compliance with safety standards.
