Job summary

Hypro Construction and Development Corp. seeks a Construction Management Officer (CMO) to oversee end-to-end governance of multiple projects from pre-construction planning to turnover.

You will blend engineering knowledge with financial acumen to ensure safety, quality, and efficiency across the project lifecycle, working with engineers, contractors, and stakeholders. The role is based in Tanay, Rizal, Philippines.

Qualifications

• Licensed Electrical Engineer or Mechanical Engineer certification/qualification.
• 4+ years in construction or real estate development.
• 2 years as Project-In-Charge or Project Supervisor preferred.
• Experience with high-rise and horizontal development projects.
• Experience leading a team of contractors/subcontractors, engineers and support staff.

Responsibilities

• Define scope, goals, and deliverables for each project in alignment with strategic objectives.
• Develop and maintain project plans and communication protocols with stakeholders.
• Develop and manage detailed budgets and conduct financial analyses to avoid cost overruns.
• Monitor resource allocation, equipment costs, and labor productivity for financial viability.
• Assist in generating and reviewing cost estimates, change orders, and contractor billings.

About the role

The Construction Management Officer (CMO) within a developer/owner's PMO is an orchestrator of multiple disciplines. The role requires a synthesis of technical engineering knowledge, financial acumen, and sophisticated stakeholder management skills. The primary objective is to drive the end-to-end operational governance of assigned construction projects, serving as the "eyes and ears" of the developer/owner, ensuring that the company's standards for safety, quality, and efficiency are maintained across the entire project lifecycle, from pre-construction planning to final close-out and turnover.

Key responsibilities

• Define scope, goals, and deliverables for each project in alignment with the developer/owner's strategic objectives
• Develop and maintain comprehensive project plans and communication protocols to ensure all stakeholders are aligned with the project's trajectory
• Develop and manage detailed project budgets and conduct rigorous financial analyses to prevent cost overruns
• Monitor resource allocation, equipment costs, and labor productivity to ensure financial viability
• Assist in the generation of cost estimates, review and evaluate cost estimates, change orders, contractors/subcontractors' billings, and financial reports
• Ensure that all construction activities strictly adhere to the National Building Code of the Philippines (PD 1096), the Fire Code (RA 9514), and relevant local zoning ordinances
• Supervise site-level operations to ensure compliance with the approved Construction Safety and Health Program (CSHP) as mandated by DOLE Department Order No. 13
• Lead the Emergency Reaction Team in cases of emergencies and natural disasters that may affect the project site
• Conduct regular site inspections and audits to identify technical challenges and provide recommendations for operational procedures, QAQC and construction processes
• Supervise Project Engineers under PMO in technical and QAQC inspections/tests, contractors' work permitting, schedule and critical path management

About you

• Licensed Electrical Engineer or Mechanical Engineer
• At least 4 years of prior working experience in the construction industry or real estate development industry
• 2 years Project-In-Charge or Project Supervisor experience preferred
• Experienced in handling high rise projects and horizontal development projects
• Experienced in handling a team of contractors/subcontractors, engineers and support staff
• Proficient in MS Project or Primavera
• Proficient in AutoCAD and MS Office software
• Willing to be assigned in Tanay, Rizal
