Job summary

International Water Distribution Co. (Tawzea) in the Philippines seeks a Maintenance Manager to ensure reliability, availability, safety and efficient performance of the plant’s mechanical, electrical, instrumentation, control and civil assets.

You will oversee preventive, predictive and corrective maintenance programs, manage CMMS records, supervise multidisciplinary teams, coordinate spare parts and drive cost control while complying with HSE and regulatory requirements.

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Electromechanical or Mechatronics Engineering.
• Minimum 10 years of maintenance experience in wastewater treatment, water treatment, utilities or similar process industries.
• At least 3–5 years in a maintenance-management or senior supervisory position.

Responsibilities

• Develop and implement preventive, predictive and corrective maintenance programs.
• Ensure maintenance covers all major plant systems, for all process stages and utilities.
• Prepare weekly, monthly and annual maintenance plans.
• Review and approve work orders, method statements, risk assessments and maintenance reports.
• Ensure breakdowns and critical failures are investigated and resolved.
• Monitor asset condition, reliability, availability and maintenance costs.
• Manage the CMMS and ensure accurate asset data and schedules.
• Maintain spare-parts inventory levels and coordinate with Procurement.
• Enforce HSE procedures and permit-to-work systems; participate in incident investigations.

Job description

The Maintenance Manager is responsible for ensuring the reliability, availability, safety and efficient performance of all mechanical, electrical, instrumentation, control and civil assets within ISTP.

The role manages preventive, predictive and corrective maintenance activities to maintain treatment capacity, effluent-quality compliance and plant availability in accordance with the Contracts, manufacturers’ recommendations, approved procedures and applicable regulatory requirements.

Key Responsibilities

Maintenance Management

• Develop and implement the plant’s preventive, predictive and corrective maintenance programs.
• Ensure maintenance activities cover all major plant systems, for all the process stage and utilities.
• Prepare weekly, monthly and annual maintenance plans.
• Review and approve work orders, method statements, risk assessments and maintenance reports.
• Ensure breakdowns and critical failures are investigated and permanently resolved.

Asset Reliability and Performance

• Monitor asset condition, reliability, availability and maintenance costs.
• Identify critical equipment and maintain an updated criticality assessment.
• Conduct root‑cause analysis of repeated failures and major equipment breakdowns.
• Monitor equipment performance against design specifications and manufacturers’ requirements.
• Support annual availability, capacity and performance testing required under the applicable agreements.

CMMS and Maintenance Records

• Manage the Computerized Maintenance Management System (CMMS).
• Ensure all plant assets are registered with accurate technical data, maintenance schedules and spare‑parts information.
• Ensure maintenance work orders are properly planned, assigned, executed and closed.
• Maintain accurate records of equipment history, failures, repairs, inspections and maintenance costs.
• Verify that preventive‑maintenance tasks are completed within their scheduled dates.
• Prepare maintenance dashboards and monthly performance reports.

Spare Parts and Inventory

• Establish and maintain minimum and maximum stock levels for critical spare parts.
• Ensure adequate availability of consumables, tools and emergency spare parts.
• Review spare‑parts requests and technical specifications before procurement.
• Coordinate with Procurement and Warehouse teams to avoid shortages and excessive inventory.
• Ensure critical and insurance spare parts are properly stored, preserved and periodically inspected.
• Evaluate vendors, service providers and original equipment manufacturers.

Health, Safety and Environmental Compliance

• Ensure all maintenance activities comply with approved HSE procedures and legal requirements.
• Enforce the permit‑to‑work system, lockout/tagout procedures, confined‑space requirements and electrical‑safety rules.
• Ensure risk assessments and method statements are prepared before maintenance work.
• Participate in incident investigations and implement corrective and preventive actions.
• Ensure safe handling of chemicals, rotating equipment, pressure systems, electrical equipment and biogas facilities.
• Conduct regular maintenance safety inspections and toolbox talks.

Contractual and Regulatory Compliance

• Ensure maintenance activities comply with the Contracts, regulatory permits and environmental requirements.
• Maintain evidence demonstrating that plant assets have been properly operated and maintained.
• Support responses to equipment‑related deductions, failures, non‑compliances and contractual notices.
• Coordinate with the Project Company, Off‑taker, regulators, auditors and independent engineers during inspections and audits.
• Support preparation and updating of O&M manuals, maintenance procedures and emergency‑response plans.
• Lead and supervise the mechanical, electrical and instrumentation maintenance teams.
• Assess team competency and develop technical training plans.
• Promote cooperation between Maintenance, Operations, Process, Laboratory, HSE and Procurement teams.
• Conduct performance evaluations and support recruitment of maintenance personnel.

Budget and Cost Control

• Prepare the annual maintenance budget and capital‑replacement plan.
• Monitor actual expenditure against the approved budget.
• Control overtime, contractor, spare‑parts and repair costs.
• Identify cost‑saving opportunities without compromising reliability, safety or compliance.
• Prepare justifications for major repairs, equipment replacement and capital expenditure.

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Electromechanical or Mechatronics Engineering.
• Minimum 10 years of maintenance experience in wastewater treatment, water treatment, utilities or similar process industries.
• At least 3–5 years in a maintenance‑management or senior supervisory position.
• Practical experience with pumps, blowers, rotating equipment, electrical systems, PLC/SCADA systems and instrumentation.
• Experience in large sewage treatment plants or PPP/ISTP projects is preferred.
• Experience managing multidisciplinary maintenance teams, contractors, budgets and spare‑parts inventories.
