Job description

Take charge of Phase C fulfillment management for wind turbine component deliveries to projects across Southeast Asia, MENA, Central Asia, Europe, Latin America and other regions, ensuring safe, on‑time and cost‑effective delivery of all oversize wind power equipment (blades, towers, nacelles, generators and other heavy components) to project sites. Coordinate all integrated logistics matters with suppliers, internal and external clients, efficiently align domestic and overseas resources, and handle complex procedures including cross‑border customs clearance and on‑site unloading to deliver robust logistics support for smooth project construction.

• Develop comprehensive end‑to‑end overseas logistics solutions covering sea freight, land transportation, port loading & discharging, inland waterway transport, etc., in accordance with project contracts and construction schedules.
• Conduct transportation route surveys, design dedicated delivery schemes, and manage the operation of special vehicles & vessels for over‑length, over‑width and over‑weight heavy cargo.
• Prepare, review and track full sets of import customs clearance documents for destination countries, including commercial invoices, packing lists, bills of lading, certificates of origin, insurance policies and other supporting papers.
• Maintain in‑depth knowledge of destination countries’ customs policies, tax regulations and product certification requirements to streamline clearance processes and mitigate compliance risks. Coordinate resolution of clearance issues such as customs inspections, cargo detention and document discrepancies.
• Station on‑site as the logistics representative to fully coordinate and supervise post‑arrival operations including port unloading, warehousing, inland transit and final handover at project yards.
• Maintain close communication with on‑site project teams, owners and suppliers, and formulate precise material arrival schedules aligned with construction progress to prevent site congestion or construction downtime.
• Supervise safety compliance of loading and unloading activities in line with corporate and international safety standards; handle cargo damage incidents and organize insurance claims accordingly.
• Formulate and control the overall logistics budget, monitor all cost expenditures and optimize cost structures; manage logistics insurance placement and claim settlement.
• Establish and sustain a cargo tracking system to provide real‑time updates on shipment status and key milestones to the project management team. Compile regular logistics fulfillment reports, analyze operational performance, summarize lessons learned and propose optimization recommendations for future projects.

Job Requirements

• Local Regional Experience: Minimum 10 years of on‑site residency or project management experience in target regions (Southeast Asia, MENA, Central Asia, Europe, Latin America, etc.) with regional logistics and supply chain expertise, and thorough understanding of local regulations, culture and market trends.
• Specialized Heavy Logistics Experience: Over 5 years of dedicated fulfillment management experience in wind power, energy or heavy industry special logistics, with solid know‑how of customs clearance, transportation and warehousing for large‑scale equipment such as wind turbine blades and towers. Must possess hands‑on end‑to‑end project logistics track record covering factory‑to‑site delivery for wind power, power engineering or heavy machinery projects. Candidates familiar with wind turbine structural features, packaging standards and technical specifications are preferred.
• Industry Background: Background in wind power, new energy or heavy‑lift project logistics, with full awareness of logistics demands across the entire wind farm project lifecycle.
• Logistics Management & Communication Proficiency: Expertise in international logistics operations, especially sea, land and multimodal transport for heavy cargo and regular spare parts within assigned regions; familiar with major ports and logistics hubs, local customs policies and clearance procedures, with established local logistics resources and proven capability to coordinate all upstream and downstream supply chain stakeholders.
• Problem‑Solving Capability: Skilled at resolving complex logistics emergencies including shipment delays and equipment damage.
• Education Qualification: Bachelor’s degree in Project Management, Logistics & Supply Chain Management, International Trade or related fields; Master’s degree and PMP certification are preferred.
• Language Proficiency: Fluent English (mandatory); proficiency in Chinese, Spanish, French or Arabic is a plus.
• Compliance & Risk Awareness: Sound knowledge of regional trade regulations and customs clearance workflows with robust risk management capabilities.
• Mobility: Willing to travel frequently to cover major national markets within the assigned region.
