Job summary

Envision Energy seeks a proactive Liaison Officer / Community Relations Officer to be the primary field representative for the renewable energy project developer. You will coordinate with LGUs, government agencies, landowners, and communities to support approvals and positive relations.

You will engage communities, manage grievances, document progress, and translate information between English/Filipino and Bisaya/Cebuano to foster respectful dialogue across Visayas and Mindanao.

Qualifications

  • Bachelor's degree or equivalent in a related field.
  • 2–5 years of relevant liaison/community relations experience.
  • Fluent in Bisaya/Cebuano with strong Filipino and English skills.
  • Good interpersonal and communication skills; able to engage diverse communities.

Job description

The Liaison Officer / Community Relations Officer will serve as the primary field representative of the Renewable Energy Project Developer in coordinating with local government units (LGUs), government agencies, landowners, community leaders, residents, and other local stakeholders.

The position will support project development activities by facilitating government and community coordination, maintaining positive stakeholder relationships, assisting with permits and documentation, and addressing community concerns. The role requires strong knowledge of the local area and the ability to communicate effectively in Bisaya/Cebuano and Filipino, particularly when engaging with communities in Visayas and Mindanao.

Key Responsibilities
1. Government and LGU Liaison
  • Coordinate with barangay, municipal, provincial, and regional government offices on project-related matters.
  • Facilitate meetings, endorsements, certifications, clearances, and other government requirements.
  • Establish and maintain professional relationships with LGU officials and relevant government representatives.
  • Monitor the status of permits, applications, endorsements, and other government transactions.
  • Represent the company during coordination meetings with government and community stakeholders.
2. Community Relations
  • Act as the primary point of contact between the company and local communities affected by or located near the renewable energy project.
  • Conduct community visits, consultations, meetings, and information sessions.
  • Explain project activities, timelines, potential impacts, and community programs in a clear and culturally appropriate manner.
  • Build and maintain positive relationships with barangay officials, community leaders, landowners, residents, and other stakeholders.
  • Identify community concerns, grievances, expectations, and potential issues and elevate them to the appropriate project team.
  • Support the implementation of community engagement and social development programs.
3. Landowner and Stakeholder Coordination
  • Assist the Project Development and Land Acquisition teams in coordinating with landowners and occupants.
  • Facilitate communication between landowners and the company regarding site access, surveys, negotiations, documentation, and project activities.
  • Maintain records of stakeholder meetings, commitments, concerns, and agreements.
  • Assist in resolving stakeholder concerns and maintaining good working relationships throughout project development.
4. Project Development Support
  • Support site visits, surveys, technical studies, environmental activities, and other project development activities requiring local coordination.
  • Coordinate site access with landowners, barangay officials, and communities.
  • Assist project teams in understanding local conditions, community dynamics, and stakeholder relationships.
  • Provide regular reports on community and government activities, concerns, and developments.
  • Monitor potential social or community risks that may affect project development.
5. Stakeholder Engagement and Grievance Management
  • Receive and document community concerns and complaints.
  • Coordinate with internal departments to ensure timely resolution of grievances.
  • Maintain a stakeholder and grievance database.
  • Assist in organizing public consultations and community meetings.
  • Ensure that community engagement activities are conducted professionally, respectfully, and consistently with company policies.
6. Communication and Reporting
  • Prepare coordination reports, meeting minutes, stakeholder updates, and other documentation.
  • Provide regular updates to the Project Development Manager regarding LGU and community matters.
  • Translate or explain project-related information between English/Filipino and Bisaya/Cebuano when necessary.
  • Ensure accurate communication of company commitments and project information to local stakeholders.
Qualifications
Required Qualifications
  • Bachelor's degree in Community Development, Development Communication, Political Science, Public Administration, Business Administration, Social Sciences, or a related field.
  • At least 2–5 years of relevant experience in liaison work, community relations, government relations, project development, land acquisition, stakeholder engagement, or a similar role.
  • Experience working with LGUs, barangays, landowners, local communities, or government agencies.
  • Fluent in Bisaya/Cebuano, with the ability to communicate effectively with local communities.
  • Good command of Filipino and English, both written and verbal.
  • Strong interpersonal and communication skills.
  • Good understanding of local government structures and community dynamics.
  • Willingness to conduct frequent fieldwork and site visits.
  • Willing to travel and work in project locations, including remote or rural areas.
  • Proficient in Microsoft Office applications, particularly Word and Excel.
Preferred Qualifications
  • Experience in the renewable energy, solar, wind, transmission, infrastructure, construction, or real estate industry.
  • Experience supporting land acquisition or right-of-way activities.
  • Existing network or working relationships with LGUs and local stakeholders.
  • Knowledge of environmental and social safeguards, stakeholder engagement, grievance mechanisms, or community development programs.
  • Experience working in Visayas or Mindanao renewable energy project locations.
  • Driver's license and ability to drive a motorcycle or company vehicle is an advantage.
