Job summary

HRTx Inc. is seeking a Learning & Development leader to manage and scale the L&D function onsite in Pasig. You will drive strategy, supervise a team, and deliver capability-building programs across technical, customer-facing, and leadership roles.

The role requires deep expertise in instructional design, needs analysis, and program management, with strong stakeholder collaboration and a track record of measurable learning outcomes. Onsite work setup in a telecommunications context is expected.

Qualifications

• Bachelor's degree in HR, Psychology, Education, OD, or related field.
• Minimum 5 years in Learning & Development, with at least 2 years in a managerial role.
• Experience in telecommunications, telco, BPO, or customer service-focused industries.

Key Responsibilities:

• Lead and manage the Learning & Development function, including team supervision, learning strategy execution, and delivery of capability-building programs.
• Develop and implement L&D frameworks, training programs, and learning solutions aligned with business goals, operational needs, and employee development priorities.
• Partner with business leaders, HR, and operational teams to identify skills gaps and design relevant programs for technical, customer-facing, and leadership roles.
• Oversee the creation and delivery of onboarding, functional training, leadership development, and performance improvement initiatives using various learning methodologies.
• Establish learning effectiveness metrics, analyze training outcomes, and continuously improve programs based on data, feedback, and business requirements.

Qualifications:

• Bachelor's degree in Human Resources, Psychology, Education, Organizational Development, Business Administration, or a related field.
• Minimum of 5 years of experience in Learning & Development, with at least 2 years of managerial or team leadership experience.
• Proven L&D experience within the telecommunications (telco), BPO, contact center, or customer service-focused industry.
• Strong background in training needs analysis, instructional design, facilitation, leadership development, onboarding, and learning program management.
• Excellent leadership, communication, stakeholder management, and project management skills with the ability to collaborate across multiple business functions.
