Job summary

Pandr Outsourcing is seeking a Learning and Assessment Writer / Validator to ensure assessment tools and learning resources meet RTO 2025 standards. You will validate, redevelop, and align instruments with unit requirements, working with trainers and the compliance team to drive quality and learner outcomes.

  • Desirable: experience developing or reviewing RPL assessment kits.
  • Desirable: familiarity with Articulate Storyline and Articulate Rise.
  • Desirable: experience with LMS in a VET context.

About the role

The Learning and Assessment Writer / Validator is responsible for ensuring the organisation's assessment tools and learning resources meet the rigorous quality standards required under the Standards for Registered Training Organisations (RTOs) 2025. With a primary focus on assessment validation and redevelopment, this role critically evaluates existing assessment instruments and learning materials to confirm they are compliant, fit-for-purpose, and aligned to the requirements of relevant Training Package units of competency and qualifications. Working across a range of Training Packages, the Learning and Assessment Writer / Validator works collaboratively with trainers, assessors, and the compliance team to drive continuous improvement in assessment quality and learner outcomes.

Key responsibilities:
  • Lead and participate in systematic validation of assessment tools against the Principles of Assessment, including fairness, flexibility, validity, and reliability

  • Validate assessment tools against the Rules of Evidence, including validity, sufficiency, authenticity, and currency

  • Review assessment instruments, including written tasks, projects, observations, third-party reports, and Recognition of Prior Learning (RPL) tools

  • Confirm assessment instruments are aligned with unit of competency requirements, performance evidence, knowledge evidence, and assessment conditions

  • Evaluate whether assessment tools collectively provide sufficient evidence to make a confident judgement of competence across all elements and performance criteria

  • Conduct pre-use assessment tool reviews of newly developed or updated assessment tools prior to their use with learners

  • Identify gaps, inconsistencies, and non-conformances in existing assessment resources

  • Clearly document validation findings using the organisation's validation reporting templates

  • Review learner-facing learning resources, including learner guides, facilitator guides, PowerPoint presentations, and e-learning content

  • Assess learning resources for accuracy, currency, and alignment with Training Package requirements

  • Verify that learning resources reflect current industry practice and legislative or regulatory requirements relevant to the training context

  • Interpret and apply Training Package units of competency, qualification packaging rules, and associated assessment requirements accurately and consistently

  • Record all validation outcomes, recommendations, and resulting actions in the organisation's Continuous Improvement Register (CIR)

  • Address identified gaps in assessment resources

  • Create new assessment tasks, including simulation packs, as required

  • Work collaboratively with trainers, assessors, and the compliance team to support continuous improvement in assessment quality and learner outcomes

About you
  • Demonstrated experience conducting assessment validation and reviews in a Registered Training Organisation (RTO)

  • Sound knowledge of the Standards for RTOs 2025

  • Proven ability to interpret Training Package units of competency, including elements, performance criteria, performance evidence, knowledge evidence, and assessment conditions

  • Strong understanding of the Principles of Assessment and Rules of Evidence, including their practical application in assessment design and validation

  • Excellent written communication skills, including the ability to produce clear validation reports, detailed validation reports, and improvement implementation documentation

  • High level of attention to detail

  • Ability to critically evaluate complex documentation

  • Ability to work independently

  • Ability to manage a validation schedule

  • Ability to meet deadlines without close supervision

  • Desirable: Experience developing or reviewing Recognition of Prior Learning (RPL) assessment kits

  • Desirable: Familiarity with e-learning authoring tools, including Articulate Storyline and Articulate Rise

  • Desirable: Ability to review digital learning content for compliance and quality

  • Desirable: Experience working with Learning Management Systems (LMS) in a VET context

  • Desirable: Knowledge of ASQA's regulatory approach and audit evidence requirements
