The Learning and Development Officer is responsible for the end-to-end execution of OCIC's learning and development initiatives, from needs identification through training delivery and evaluation. This role takes ownership of designing, coordinating, and running training programs that build employee capability across departments, while ensuring alignment with OCIC's growth as a consultancy serving Chinese enterprises entering the Philippine market. The Learning and Development Officer works closely with the HR Manager and department heads to translate organizational and role-specific learning needs into practical, well-executed programs.
Conduct training needs analysis across departments through consultation with department heads, performance evaluation results, and employee feedback.
Design and develop the annual Learning and Development calendar and training plan for approval by the HR Manager.
Take full ownership of program execution: scheduling, logistics, materials preparation, facilitator coordination (internal or external), and on-the-day delivery of training sessions.
Develop or source training content, modules, and materials appropriate to identified needs, including onboarding, technical, compliance, and soft-skills training.
Coordinate and administer the new hire onboarding and orientation program in partnership with the HR and Admin team.
Track training attendance, completion, and participation records, and maintain organized training documentation for audit and compliance purposes.
Evaluate training effectiveness through post-training assessments, feedback surveys, and follow-up with participants and supervisors.
Monitor and manage the L&D budget for assigned programs, ensuring cost-effective use of resources.
Coordinate with external training providers, consultants, and vendors as needed, including logistics and contract requirements.
Support career development initiatives such as succession planning inputs, competency mapping, and individual development plans, in coordination with the HR Manager.
Bachelor's degree in Human Resources, Psychology, Organizational Development, or related field.
At least 2 years of relevant experience in learning and development, training administration, or a related HR function.
Working knowledge of instructional design and adult learning principles is an advantage.
Familiarity with Philippine labor law and DOLE requirements related to training and employee development.
Proficient in MS Office and comfortable preparing training materials and reports.
Ownership and accountability - takes full responsibility for the execution and outcomes of L&D programs from planning through completion.
Strong organizational and project coordination skills, with the ability to manage multiple training initiatives simultaneously.
Excellent verbal and written communication skills, with the ability to engage confidently with employees at all levels.
Detail-oriented, particularly in documentation, scheduling, and compliance tracking.
Collaborative and proactive, able to work closely with department heads and the HR Manager to align training with business needs.
