Job description

JOB SUMMARY

Land Development Engineer/Civil Design Engineer II shall be responsible for leading the planning, design, coordination, review, and implementation support of land development works for the company’s residential, subdivision, horizontal, vertical, and mixed-use development projects.

The role covers the preparation and review of site development plans, grading plans, road networks, drainage systems, sewer systems, waterline layouts, utility corridors, stormwater management systems, earthworks, cut-and-fill analysis, and related civil infrastructure plans.

The Land Development Engineer/Civil Design Engineer II is expected to provide technical leadership, ensure design accuracy and constructability, coordinate with internal and external project stakeholders, and ensure that all land development plans are compliant with applicable codes, standards, government requirements, utility provider requirements, and project objectives.

KEY RESPONSIBILITIES
1. Land Development Design & Engineering
  • Lead the preparation, review, and coordination of land development plans for residential subdivisions, horizontal developments, mid-rise developments, and other company projects.
  • Prepare and review civil engineering design drawings, including:
    • Site development plans
    • Road layout plans
    • Road profiles and cross-sections
    • Grading plans
    • Drainage layout plans
    • Stormwater management plans
    • Sewer line layouts
    • Waterline layouts
    • Utility layouts and corridors
    • Earthworks and cut-and-fill plans
    • Slope protection and retaining wall coordination plans - Develop practical and cost efficient engineering solutions for road networks, site levels, drainage outfalls, utility routes, and site accessibility.
  • Review topographic surveys, relocation surveys, lot plans, technical descriptions, and other survey references for design integration.
  • Ensure that all land development designs are aligned with the approved master plan, architectural plans, structural requirements, MEPFS requirements, survey data, and site conditions.
  • Conduct design checks to ensure accuracy, constructability, and compliance with engineering standards.
2. Technical Leadership
  • Lead and guide junior engineers, CAD operators, designers, and external consultants involved in land development works.
  • Review drawings, computations, technical reports, and design submissions prepared by internal team members or consultants.
  • Provide technical recommendations on grading, drainage, road design, utility alignment, earthworks, and land development methodology.
  • Identify design conflicts early and recommend appropriate technical solutions.
  • Ensure that land development deliverables are completed within the required project timelines.
  • Establish and maintain proper drawing standards, design documentation, and technical coordination procedures.
3. Coordination with Internal & External Departments
  • Coordinate with architectural, structural, MEPFS, & surveying department
  • Coordinate with consultants, contractors, utility providers, LGUs, and government agencies for technical requirements and approvals.
  • Attend technical coordination meetings and provide clear updates on design progress, pending issues, risks, and required decisions.
  • Coordinate design revisions based on site conditions, regulatory comments, cost recommendations, and management direction.
4. Permits & Government Compliance
  • Prepare, review, and coordinate drawings and technical documents required for:
    • Development permits
    • Locational clearance
    • Building permits
    • Subdivision plans
    • Utility applications
    • Road and drainage approvals
    • LGU and agency submissions - Ensure compliance with applicable Philippine codes, subdivision standards, LGU requirements, DHSUD requirements, DPWH standards, utility provider standards, and other relevant regulations.
  • Assist in responding to technical comments from government agencies, utility providers, consultants, and reviewing bodies.
  • Support the preparation of technical letters, reports, and design justifications related to land development concerns.
5. Documentation & Reporting
  • Prepare technical reports, design narratives, issue trackers, drawing status reports, and coordination summaries.
  • Maintain organized records of drawings, revisions, survey data, permits, technical references, computations, and government comments.
  • Monitor outstanding land development issues and coordinate required action items with concerned departments.
  • Ensure proper documentation of design decisions, approvals, revisions, and construction-Related clarifications.
QUALIFICATIONS
  • Bachelor’s Degree in Civil Engineering.
  • Must be a Licensed Civil Engineer.
  • Minimum of 5 years of relevant experience in land development, civil design, subdivision design, site development, or horizontal infrastructure design.
  • Strong experience in residential subdivisions, horizontal developments, site development works, or large-scale land development projects.
  • Experience in preparing and reviewing grading plans, drainage plans, road networks, utility layouts, stormwater systems, and earthworks plans.
  • Experience coordinating with LGUs, government agencies, utility providers, consultants, contractors, and internal project teams.
  • Experience in construction support, site inspection, technical coordination, and design troubleshooting is preferred.
REQUIRED TECHNICAL SKILLS
  • Proficient in AutoCAD & CIVIL 3D
  • Proficiency in Revit is highly preferred.
  • Knowledgeable in:
    • Site grading
    • Road design
    • Drainage design
    • Stormwater management
    • Sewer systems
    • Water distribution layouts
    • Earthworks and cut-and-fill analysis
    • Utility coordination
    • Retaining walls and slope protection coordination
  • Able to interpret topographic surveys, relocation surveys, technical descriptions, subdivision plans, civil drawings, and construction documents.
  • Proficient in Microsoft Office, especially Excel, Word, and PowerPoint.
PREFERRED EXPERIENCE
  • Experience in subdivision and horizontal residential developments.
  • Experience with socialized housing, economic housing, or mass housing projects.
  • Experience preparing land development plans for permits and construction drawing packages.
  • Experience handling drainage outfall planning, road network planning, grading optimization, and
  • utility routing.
  • Experience coordinating with DHSUD, LGUs, DPWH, water districts, electric cooperatives, and other utility providers.
