Job summary

Asian Development Bank invites applications for Lead Project Officer (Infrastructure) to work from Manila, Philippines. You will support country operations, co-lead flagship project loans and technical assistance, and coordinate with government agencies to accelerate processing and implementation of key infrastructure initiatives.

Qualifications

• Master's degree or equivalent in Development Economics, Management, Engineering, or related field.
• At least 12 years of relevant professional experience in project management and implementation, including 7 years in supervisory roles.
• Experience managing infrastructure projects in the Philippines.
• Strong knowledge of government admin systems, procedures, and procurement.
• Ability to mentor junior Local Staff and liaise with government officials.

Responsibilities

• Support PHCO and sector groups in processing and implementing flagship infrastructure projects.
• Co-lead flagship project loans and TA grants, coordinating with government bodies (NEDA Board, Monetary Board).
• Lead due diligence of implementing agencies' financial management and procurement capacities.
• Coordinate TA projects and studies in the Philippines with SERD sector divisions.
• Participate in portfolio reviews and monitor performance of Philippine operations.
