Position Overview

We are seeking a proactive and qualified Health, Safety, and Environment (HSE) Officer to support the construction phase of our solar power plant projects. Reporting to the Assistant Vice President (AVP) for HSE, the HSE Officer will be responsible for implementing site HSE programs, monitoring compliance with applicable regulations and company standards, conducting inspections, and promoting a strong safety culture among employees and contractors. This project-based role plays a key part in ensuring safe and environmentally responsible project execution.

Key Responsibilities

HSE Compliance

• Implement and monitor compliance with company HSE policies, project HSE plans, and applicable Philippine laws, regulations, and client requirements.

• Assist the AVP for HSE in ensuring compliance with requirements issued by DOLE, DENR, DOE, LGUs, and other regulatory agencies.

• Support site audits, inspections, and compliance assessments.

Site Safety Monitoring

• Conduct routine site inspections and hazard assessments to identify unsafe acts and unsafe conditions.

• Monitor the implementation of corrective and preventive actions and verify their timely closure.

• Ensure that work activities comply with approved risk assessments, work permits, and safe work procedures.

Incident Reporting and Investigation

• Participate in the investigation of accidents, incidents, near misses, and unsafe conditions.

• Prepare incident reports and recommend corrective and preventive measures.

• Monitor the implementation and effectiveness of corrective actions.

Training and Safety Awareness

• Conduct site HSE orientations, toolbox meetings, and safety briefings for employees, contractors, and visitors.

• Promote HSE awareness campaigns and encourage proactive hazard reporting.

PPE and Safety Equipment

• Monitor the availability, condition, and proper use of personal protective equipment (PPE) and other safety equipment.

• Report deficiencies and coordinate replacement or corrective actions when necessary.

Documentation and Reporting

• Maintain accurate HSE records, including inspection reports, incident records, training attendance, risk assessments, permits, and environmental monitoring reports.

• Prepare regular HSE performance reports for submission to the AVP for HSE and project management.

Emergency Preparedness

• Support the implementation of the site's Emergency Response Plan.

• Coordinate emergency drills, inspections of emergency equipment, and readiness activities.

Environmental Compliance

• Monitor compliance with environmental management requirements, including waste management, pollution prevention, erosion and sediment control, and proper handling of hazardous materials.

• Assist in environmental inspections and monitoring activities.

Contractor HSE Coordination

• Monitor contractor compliance with project HSE requirements.

• Coordinate with contractor HSE personnel to address safety observations, corrective actions, and compliance issues.

• Participate in coordination meetings to communicate HSE requirements and site concerns.

Continuous Improvement

• Recommend practical improvements to site HSE practices and procedures.

• Support the implementation of company HSE initiatives and continuous improvement programs.

Qualifications

• Bachelor's degree in Engineering, Occupational Safety, Environmental Science, or a related field.

• DOLE-accredited Safety Officer (SO2 or higher); SO3 is an advantage.

• At least three (3) to five (5) years of HSE experience in construction, preferably in renewable energy, power, or infrastructure projects.

• Working knowledge of Philippine HSE regulations, including applicable DOLE Occupational Safety and Health Standards, DENR environmental regulations, and DOE requirements.

• Familiarity with risk assessment methodologies, permit-to-work systems, incident investigation, and emergency preparedness.

• Proficient in Microsoft Office applications and HSE reporting tools.

• Strong communication, coordination, documentation, and interpersonal skills.

• Willing and physically able to perform field inspections and work at project sites.

Preferred Qualifications

• Experience in solar PV, battery energy storage systems (BESS), substations, or transmission line construction.

• Familiarity with ISO 45001 and ISO 14001 management systems.

• Experience supporting internal and external HSE audits.

• Knowledge of contractor HSE management and construction safety practices.

• Ability to work effectively in remote project locations and within multidisciplinary teams.
