Job summary

Austal Philippines is seeking an HSE Officer (Training & Development) to lead end-to-end HSE learning, ensuring employees have the knowledge, skills, and behaviours to work safely, protect the environment, and comply with regulations and company standards.

The role will design training strategies, drive continuous HSE performance improvements, and coordinate programs across the organization, collaborating with internal and external partners to foster a proactive safety culture.

Qualifications

• Minimum of 3 years supervisory experience in HSE roles in shipbuilding/manufacturing environments.
• Active OSH Practitioner with OSHC certification or equivalent.
• Preferably engineering graduate or equivalent experience.
• At least 5 years training experience with Train the Trainers background.
• Strong MS Office skills (Word, Excel, PowerPoint).
• Experience in qualitative risk assessment and monitoring of risk controls.
• Proven investigation skills demonstrated by substantial safety/health/environment reports.
• Experience coordinating and delivering training programs.
• Excellent interpersonal, written and negotiation skills to communicate with diverse groups.
• Experience and training in emergency response.

About The Role

About the job HSE Officer (Training & Development)

This role serves as the focal point for HSE learning and capability development within Austal Philippines. Responsible for the end-to-end management of HSE training and awareness programs, the position ensures employees are equipped with the knowledge, skills, and behaviours required to work safely, protect the environment, and comply with applicable regulations and company standards. The role drives continuous improvement in HSE performance by developing effective training strategies that support operational and organizational success.

Essential

Required Skills / Experience / Attributes:

• A minimum of at least 3 years of Supervisory experience in HSE role in shipbuilding industry, manufacturing environment or similar setting
• Accredited OSH Practitioner with OSHC (certificate must be active at the time of hiring) or its equivalent
• Preferably engineering graduate or equivalent experience
• Excellent training facilitation skills with at least 5 years of training experience and has undergone Train the Trainers training
• Excellent Computer Skills for MS Office – Word, Excel, PowerPoint etc.
• Experience in qualitative risk assessment, develop and monitoring of risk controls.
• Proven Investigation Skills as evidence by the preparation of substantial reports on safety, health and environmental or other issues.
• Demonstrated experience in coordination and conduct of training programs.
• Demonstrated interpersonal, consultative, written and negotiation skills with an ability to effectively communicate with a range of internal and external groups and in an adversarial environment.
• Experience and training in emergency response.

Desirable

• Lean management or six sigma experience
• Experience in administering an online learning platform and share point page
• Basic knowledge of ISO 14001, 45001 and 9001 standards and auditing
