Job summary

Austal Philippines is seeking an HSE Officer (Training & Development) to lead the end-to-end management of HSE training and awareness programs. You will ensure employees acquire the knowledge, skills, and behaviours needed to work safely, protect the environment, and comply with regulations and company standards.

The role drives continuous improvement in HSE performance by developing effective training strategies that support operations and organizational success.

Qualifications

• Minimum 3 years of supervisory experience in an HSE role in shipbuilding or similar manufacturing setting.
• Active OSH Practitioner certification (OSH C) or equivalent.
• Engineering graduate or equivalent experience preferred.
• Excellent training facilitation skills with at least 5 years of training experience and Train the Trainers exposure.
• Strong computer skills including MS Word, Excel, PowerPoint.
• Experience in qualitative risk assessment and monitoring of risk controls.
• Proven investigation skills with substantial safety/environmental reports.
• Experience coordinating and conducting training programs.
• Excellent interpersonal, written, and negotiation skills for diverse internal/external groups.
• Experience and training in emergency response.

About The Role

About the job HSE Officer (Training & Development)

This role serves as the focal point for HSE learning and capability development within Austal Philippines. Responsible for the end-to-end management of HSE training and awareness programs, the position ensures employees are equipped with the knowledge, skills, and behaviours required to work safely, protect the environment, and comply with applicable regulations and company standards. The role drives continuous improvement in HSE performance by developing effective training strategies that support operational and organizational success.

Key Focus Areas

Health, Safety, and Environment (HSE)

Essential

• A minimum of at least 3 years of Supervisory experience in HSE role in shipbuilding industry, manufacturing environment or similar setting
• Accredited OSH Practitioner with OSHC (certificate must be active at the time of hiring) or its equivalent
• Preferably engineering graduate or equivalent experience
• Excellent training facilitation skills with at least 5 years of training experience and has undergone Train the Trainers training
• Excellent Computer Skills for MS Office – Word, Excel, PowerPoint etc.
• Experience in qualitative risk assessment, develop and monitoring of risk controls.
• Proven Investigation Skills as evidence by the preparation of substantial reports on safety, health and environmental or other issues.
• Demonstrated experience in coordination and conduct of training programs.
• Demonstrated interpersonal, consultative, written and negotiation skills with an ability to effectively communicate with a range of internal and external groups and in an adversarial environment.
• Experience and training in emergency response.

Desirable

• Lean management or six sigma experience
• Experience in administering an online learning platform and share point page
• Basic knowledge of ISO 14001, 45001 and 9001 standards and auditing
