This role bridges core HR operations with daily workplace management, driving employee safety, facility excellence, and operational compliance across the organization while partnering with the HR team on engagement events and policy implementation.
JOB SUMMARY
The HR & Workplace Services Manager oversees office administrative operations, company fleet management, occupational health and safety (OSH), and general facilities to ensure a safe, efficient, and supportive work environment. This role acts as a bridge between core HR operations and daily workplace management, driving employee safety, facility excellence, and operational compliance across the organization.
1. Office Administration & General Services
Manage day-to-day administrative operations, office supplies inventory, vendor contracts, and facility maintenance.
Oversee front-desk operations, mail/courier distribution, visitor management, and administrative support staff.
Draft, implement, and enforce administrative policies, office guidelines, and expense management controls.
Plan and execute employee engagement events, office celebrations, and town halls in collaboration with the wider HR team.
2. Fleet & Logistics Management
Oversee the lifecycle of company vehicles, including acquisitions, leasing, vehicle assignments, and disposals.
Manage routine vehicle maintenance schedules, repairs, fuel card management, and roadside assistance protocols.
Ensure full compliance with driver licensing, motor vehicle registrations, comprehensive insurance, and local transport regulations.
Maintain complete records of driver logs, fuel consumption, mileage, and vehicle performance metrics to optimize operational costs.
3. Environmental Health & Safety (EHS / OSH)
Lead the development, implementation, and continuous improvement of health, safety, and environment (HSE) policies.
Serve as the primary Head of Safety or Safety Officer, conducting regular workplace hazard assessments and safety audits.
Manage emergency response plans, disaster recovery protocols, fire drills, and first-aid team assignments.
Investigate workplace accidents or incidents, maintain safety logbooks, and lead corrective action plans.
Organize mandatory occupational health check-ups, safety training sessions, and health awareness campaigns.
4. Compliance, Facilities & Vendor Management
Serve as the main point of contact for property management, landlords, utility providers, and third-party maintenance contractors.
Ensure total organization-wide compliance with local labor standards, building codes, environmental regulations, and safety laws.
Prepare and manage the annual operational budget for administration, facilities, and fleet management.

QUALIFICATIONS
Bachelor's degree in Human Resources, Business Administration, Operations Management, Engineering, or a related field.
5+ years of experience in workplace services, administrative management, or facilities management, with at least 2 years in a managerial or supervisory role handling fleet and safety operations.
Certified Safety Officer (e.g., BOSH/COSH or regional equivalent) is strongly preferred or equivalent
Proficiency with workplace management tools, HRIS, fleet tracking software, and Microsoft Office / Google Workspace.
Strong leadership, vendor negotiation, conflict resolution, project management, and crisis management abilities.
