RCD LAND, INC. in the Philippines seeks a strategic leader to drive operational excellence across construction and project management.
You will formulate and execute SOPs, provide executive guidance to project managers, procurement, site engineers, engineering and property leads, and align land, finance, legal, sales, and operations. You will oversee budgets, monitor performance, optimize resources, manage risks, and lead permitting, design management, and handover from feasibility to occupancy.
Formulate and execute operational strategies, policies, and standard operating procedures (SOPs) for the construction and project management divisions.
Provide executive leadership to project managers, procurement team, site engineers, engineering and property management leads.
Drive cross-departmental alignment between land acquisition, finance, legal, sales and site construction teams.
Manage corporate operational budgets, evaluate project financial performance, optimize resource allocation, and mitigate portfolio-wide operational and legal risks.
Direct engineering, architectural, civil, MEP and environmental planning phases from feasibility stage through detailed design development.
Enforce rigorous strategies to optimize lifecycle costs, constructability, and material selection without compromising project aesthetics or structural integrity.
Approve architectural and engineering appointments, setting baseline expectations for design delivery, sustainability, and local code compliance.
Lead design reviews and ensure workflows are utilized effectively across project life cycles.
Drive high level strategy for land-use entitlements, master planning approvals, zoning compliance, and environmental clearance certificates.
Establish and maintain strong working relationships with key municipal authorities, utility companies, government regulators, and local planning boards.
Oversee timely acquisition of critical approvals including site development permits, major building permits, utility tie-in clearances, and Occupancy Certificates (CO).
Monitor legislative and regulatory changes impacting real estate development and construction to ensure proactive compliance.
Establish baseline schedules, master milestone plans, and critical path methodologies across all active project sites.
Monitor construction progress, site productivity, Quality Assurance / Quality Control (QA/QC) programs, and Zero Harm Health, Safety, and Environment (HSE) standards.
Resolves major site challenges, contractor disputes, and field engineering issues to ensure rapid resolution and minimal impact on schedules.
Approve technical variations, change orders, and progress certifications for contractors and contract packages.
Education: Bachelor’s Degree in Civil Engineering, Construction Management, Architecture or related field.
Experience: 12 to 18+ years of progressive leadership experience in real estate development, construction operations, and project management.
Technical Certifications: PMP (Project Management Professional), PE (Professional Engineer), or CCM (Certified Construction Manager) is an advantage.
