Job summary

Optum, a global health services leader, is seeking a Director of Talent Development for the Philippines. You will lead a small team to design, implement, and evaluate learning programs that cultivate a culture of continuous development across colleagues and leaders.

You will partner with senior leaders, HR partners, and cross-functional teams to align learning with business priorities, including DEI initiatives, and drive measurable impact through blended learning and data-driven evaluations.

Qualifications

• Bachelor's degree in HR, Business Administration, or related field required. Advanced degree preferred.
• Minimum of 15 years of experience in HR.
• 10+ years leading L&D initiatives with design, implementation, and delivery of learning programs.
• Organizational Development experience and proven experience managing a team.
• Experience designing training programs through online learning, instructor-led delivery, and micro-learning.
• Experience with assessment tools (360 feedback, Hogan, MBTI, StrengthsFinder, DiSC).
• Data-driven mindset with ability to leverage surveys and feedback to influence learning strategies.

Responsibilities

• Drive talent development and org development interventions aligned to business priorities.
• Conduct learning needs analysis to identify gaps and devise innovative solutions.
• Build strong relationships with stakeholders and partner with HR to implement learning programs for PH and LATAM.
• Leverage data and feedback to measure program effectiveness and drive continuous improvement.
• Collaborate with senior leaders to design and benchmark learning trends and best practices.
• Create development solutions including instructor-led, e-learning, and micro-learning modules.
