Qualifications

  • Min 5 years finance/admin experience, with at least 3 years in a supervisory role within a PCAB-licensed construction/engineering firm.
  • Proven mastery of construction progress billing, project cost control, and BIR tax rules for contractors.
  • Strong MS Excel, QuickBooks/SAP/Xero, and tax e-filing systems (eFPS/eBIRForms).

Responsibilities

  • Oversee full-cycle construction accounting, including cost tracking per project, WIP reporting, and retention money tracking
  • Prepare progress billings based on approved accomplishments, SOWD, and client milestones
  • Review subcontractor payments, supplier invoices, material purchases, and PCF liquidations
  • Direct project cash flow forecasting, monitor down payments, amortizations, and retention releases
  • Ensure adherence to BIR tax requirements, particularly EWT and VAT filings
  • Oversee payroll processing and statutory remittances (SSS, PhilHealth, Pag-IBIG)
  • Lead administrative prep for PCAB license renewals, DOLE compliance, PEZA permits, and local clearances
  • Coordinate external financial audits, BIR queries, tax planning, and bank relationships
  • Oversee fleet management, vehicle registrations, fuel monitoring, and asset depreciation schedules
  • Manage insurance and bonds for contracts and assets

About the role

The Finance and Admin Manager oversees all financial controls, project cost accounting, statutory compliance, site administrative logistics, and back-office operations. This role ensures financial stability across active construction projects by maintaining cash flow, expediting progress billings, managing subcontractor payables, and safeguarding corporate assets.

Key responsibilities
  • Manage full-cycle construction accounting, including cost tracking per project, Work-in-Progress (WIP) reporting, and retention money tracking

  • Prepare and process progress billings based on approved accomplishment reports, statement of work done (SOWD), and client milestone schedules

  • Review subcontractor payment applications, supplier invoices, material purchases orders, and site petty cash fund (PCF) liquidations

  • Direct project cash flow forecasting, monitoring project down payments, amortizations, performance bonds, and retention releases

  • Ensure strict adherence to BIR tax requirements, particularly contractor expanded withholding taxes (EWT) and VAT filings

  • Oversee site and head office payroll processing along with timely statutory remittances (SSS, PhilHealth, Pag-IBIG)

  • Lead administrative preparation for annual PCAB license renewals, DOLE labor compliance, PEZA permits (if applicable), and local government business clearances

  • Coordinate external financial audits, BIR queries, tax planning, and bank/lending relationship

  • Oversee corporate fleet management, including vehicle registrations, fuel monitoring, equipment logs, and maintenance for site logistics assets

  • Manage Contractor's All Risk Insurance (CARI), surety bonds, commercial liability policies, and asset depreciation schedules

About you
  • Bachelor's degree in Accountancy, Finance, or Business Administration (CPA preferred)

  • Minimum 5 years of finance and administration experience, with at least 3 years in a supervisory/managerial role within a PCAB-licensed construction or engineering firm

  • Proven mastery of construction progress billing, project cost control, BIR tax rules for contractors, site petty cash handling, and equipment fleet administration

  • High proficiency in MS Excel, Quickbooks/SAP/Xero, and tax e-filing systems (eFPS/eBIRForms)
