Job summary

OHIMA INTERNATIONAL PTE. LTD. seeks a Manager, Facilities & Engineering to oversee fit-out, commissioning and handover of a new building. You will coordinate architects, consultants, contractors, and vendors to deliver operationally compliant premises on time and within budget.

Post-handover, lead day-to-day facilities operations, establish preventive maintenance, monitor critical systems, and ensure safety and regulatory compliance across ACMV, electrical, plumbing and security.

Qualifications

• Bachelor’s degree in facilities management, mechanical/electrical/building services engineering or a related discipline.
• Minimum 5 years of relevant experience in facilities management, engineering, building services, project management or related fields, preferably with managerial or supervisory experience.
• Proven experience in new building setup, renovation, fit-out, testing and commissioning, and building handover.

Responsibilities

• Oversee facilities and engineering matters for the new building/block from planning through completion and handover, working with Management and internal stakeholders to define operational requirements
• Coordinate architects, consultants, contractors and vendors on renovation, fit-out and M&E works, including ACMV, electrical, plumbing, fire protection, security and utilities
• Review layouts, technical drawings and M&E specifications from an operational and maintainability perspective
• Monitor progress against approved scope, schedule and budget; attend site inspections and progress meetings, and elevate significant issues and risks
• Coordinate testing and commissioning, track defects and outstanding works, and manage the Defects Liability Period
• Obtain and maintain as-built drawings, manuals, warranties and certificates, and lead the transition into normal facilities operations
• Oversee the day-to-day operation and maintenance of the building and its facilities after handover
• Establish preventive and corrective maintenance programmes and facilities SOPs for major building systems such as ACMV, electrical, plumbing, fire protection, access control, lifts and utilities
• Conduct regular inspections and ensure defects and maintenance issues are rectified promptly
• Maintain asset registers, maintenance records and equipment history
• Ensure critical building systems are maintained to minimise disruption and downtime
• Source, evaluate and appoint facilities contractors, maintenance vendors and service providers
• Review quotations and technical proposals, and manage maintenance contracts and renewals
• Set service levels, monitor vendor performance and enforce Company safety requirements
• Verify completion and quality of works before acceptance and payment certification
• Manage renovation, upgrading and facility improvement projects, including scope, cost estimates and schedules
• Prepare and manage the annual facilities budget and support CAPEX planning for major repairs, replacements and upgrades
• Monitor expenditure against budget, maintain cost control and identify cost savings
• Evaluate repair, replacement and upgrading options based on equipment condition, reliability and lifecycle cost
• Ensure facilities and engineering activities comply with applicable statutory, safety, fire, environmental and building requirements
• Coordinate required inspections, testing, certifications and licence renewals
• Maintain records of inspections, certificates and maintenance, and support audits
• Establish emergency response and facilities contingency procedures
• Serve as the key point of contact for facilities and engineering matters
• Report regularly on project progress, facility condition, maintenance, incidents, costs and risks
• Liaise with building management, authorities, contractors and other external parties where required
