Job summary

ACCIONA Energía is seeking an Environmental Officer for the Malolos to Clark Railway Project in Clark, Pampanga. You will serve as a Pollution Control Officer and ensure compliance with DAO 2014-02 and related environmental regulations.

Responsibilities include inspections, training, audits, and reporting to regulators and project stakeholders. The role requires a engineering degree, PCO accreditation if possible, and 2+ years of PCO experience, with strong knowledge of environmental laws and

Qualifications

• Bachelor’s degree in engineering (Environmental, Sanitary, Chemical, Industrial, Civil).
• DENR-EMB Accredited PCO preferred (Category B).
• 2+ years as PCO preferred.
• Experience handling wastewater.
• Knowledge of Self-Monitoring Reports and Compliance Monitoring Reports.
• Knowledgeable about PD1586, RA6969, RA9003, RA8749, RA9275 and related regulations.
• ISO14001 EMS knowledge.
• Basic SDS and chemical handling understanding.
• Strong communication skills and attention to detail.
• Immediate availability to start.

Responsibilities

• Conduct environmental inspections and site observations; document findings and monitor corrective actions.
• Provide environmental orientations and trainings for staff and visitors involved in the project.
• Coordinate with engineers, area managers and subcontractors to ensure EMS compliance.
• Prepare environmental audit reports and monitor corrective actions from audits.
• Prepare and submit SMRs, CMRs, Environmental Aspect Registers and related reports.
• Participate in public consultations and coordinate with stakeholders on environmental matters.
• Assist in assessing and implementing environmental protection and safety measures and plans.
• Facilitate permits and clearances for air, wastewater and hazardous waste facilities.
• Support HSE team in implementing the project’s HSE Policy and updates.
• Maintain environmental records and monitoring data for regulatory review.
