Job summary

ACCIONA is hiring an Environmental Officer for the Malolos to Clark Railway Project in Clark, Pampanga. The role includes acting as a Pollution Control Officer and ensuring compliance with DENR DAO standards and a broad set of environmental laws.

The candidate will conduct inspections, prepare reports, train staff, coordinate with engineers and managers, and manage environmental permits and monitoring across the project lifecycle.

Qualifications

• DENR-EMB accreditation and PCO category preferred.
• Over 2 years' experience as PCO preferred.
• Experience handling wastewater.
• Experience with Self-Monitoring Reports and Compliance Monitoring Reports.
• Knowledge of environmental laws including PD1586, RA6969, RA9003, RA8749, RA9275.
• Familiarity with ADB and CDC guidelines.
• Knowledge of ISO 14001 EMS.
• Basic SDS and chemical handling knowledge.
• Strong verbal and written communication and attention to detail.

Responsibilities

• Conduct environmental inspections and site observations; document findings and prepare inspection reports.
• Conduct environmental orientations for personnel entering project activities.
• Conduct internal environmental training and drills.
• Coordinate with engineers and managers to ensure EMS compliance.
• Prepare environmental audit reports and monitor corrective actions.
• Prepare and submit SMRs, CMRs, Environmental Registers and incident reports.
• Participate in public consultations with stakeholders.
• Assist in developing protection measures, management plans and technical reports.
• Facilitate permits and clearances for environmental facilities.
• Collaborate with HSE team on environmental policy implementation.
• Monitor permit conditions and report significant non-compliances.
• Maintain environmental records and monitoring results.
